Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a wireless, handheld 3D laser scanner to capture detailed, high-density data for forensic applications, specifically to support a virtual reality (VR) platform for crime scene examination.

• Provide a new Artec Leo wireless handheld 3D laser scanner.

• The scanner must be capable of accessing areas not reachable by large-volume scanners to produce dense 3D point clouds.

• Scanner Type: Wireless handheld 3D laser scanner.

• Accuracy: 3D point accuracy of 0.1 mm, 3D resolution of 0.2 mm, 3D accuracy over distance of 0.1 mm + 0.3 mm/m.

• Performance: Working distance of 0.35 m to 1.2 m, volume capture of 160000 cm³.

• Field of View: Linear field of view at close range of 244 x 142 mm, and at far range of 838 x 488 mm.

• Usability: Ability to pause scanning and review data on-screen, no tracking targets or markers required.

• Condition: All items must be new, original manufacturer's packaging, including documentation and software. Used, remanufactured, experimental, prototype, or "gray market" components are not acceptable.

• Delivery shall be FOB Destination.

• Delivery must occur no later than 30 days After Receipt of Order (ARO).

• Delivery location: The National Institute of Standards and Technology, 100 Bureau Drive, Building 220, Gaithersburg, MD 20899.

• Government reserves the right to perform performance tests and evaluations.

• Tests will be conducted in the intended operating environment using calibrated objects.

• Contractor has the right to be present at their own expense.

• Onsite inspection and acceptance within 30 business days of receipt.

• Minimum of two years after full acceptance.

• Net 30-day payment terms.

• 100% payment after installation and acceptance by the Technical Point of Contact (TPOC).
