• Evaluation Criteria: Lowest Priced Technically Acceptable (LPTA). Factors include:

• Award will be made to the lowest priced technically acceptable quote.

• This is a 100% Small Business Set-Aside Brand Name competition requirement.

• NAICS Code: 334220, Size Standard: $15 million.

• Addenda to FAR 52.212-1 and FAR 52.212-2 are included.

• No partial shipments are permitted unless authorized.

• Unit prices may be releasable under FOIA.

• The government may utilize contractor support through the AbilityOne Program for contract closeout functions.

Justification for Sole Source / Brand Name Sole Source

This document justifies a sole source or brand name sole source procurement for the URC-300 VHF/UHF Software-Defined Transceiver and associated accessories. The equipment is required for reliable ground-to-air and line-of-sight communications for critical mission operations.

• URC-300 VHF/UHF Software-Defined Transceiver and associated accessories.

• Items include Black Backpack System, DC Power Cable, AC/DC Power Supply, Headset, and H-250 Handset.

• The equipment must be compatible in form, fit, and function with the Government's existing URC-300 family of equipment.

• Must meet stringent DoW/FAA requirements and military certifications (MIL-STD-461G EMI/EMC).

• Unique RF performance allows multiple transceivers to operate as close as 6.5 feet apart without frequency interference, unlike competing radios requiring up to 50 feet separation.

• Required Delivery Date (RDD): 10 September 2026 (120 days from projected date of award).

• Procurement is for Simplified Acquisitions less than $250K.

• This is a justification for sole source procurement, not a solicitation for proposals.

• The procurement is restricted to General Dynamics Mission Systems (GDMS) as the manufacturer.

• Two small businesses, Carroll Woods, Inc. and ACG Systems, Inc., are authorized distributors of GDMS and capable of providing the system.

• The URC-300 is a proprietary product of GDMS.

• Procuring an alternative system would result in substantial duplication of cost and unacceptable delays due to the need to replace ancillary equipment and overhaul existing RF wiring.

• GDMS has Proprietary Interoperability (Legacy Integration) for the URC-300.
