• Vendors must be registered in the System for Award Management (SAM).

• Quotes must include the completed RFQ pricing and information pages, and a Technical Submission demonstrating compliance with specifications (e.g., brochures, technical specifications, model/series unit details). Any exceptions taken must be detailed.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). Factors include Technical Acceptability, Adherence to Schedule, and Price. Award may be made based on the ability to meet the required schedule or soonest execution.

• Past Performance will be evaluated using PPIRS/CPARS information.

• Vendors using authorized distributors must provide proof of availability and confirmed lead time from the distributor.

• Total Small Business Set-aside.

• Vendors must be registered in SAM.
