This is a combined synopsis/solicitation for commercial products or services, issued as a Request For Quotation (RFQ) by the Portsmouth Naval Shipyard. The requirement is for "Brand Name Z-Block Fabric" and is a mandatory brand name procurement; alternatives will not be considered.

• Procurement of Z-Block Fabric in accordance with Attachment 1.

• Required Delivery Date: April 24, 2026 (ASAP).

• Place of Performance: Portsmouth Naval Shipyard, Kittery, ME 03904.

• Vendors must provide proof of availability and confirmed lead time from the distributor if utilizing an authorized distributor.

• This is a Total Small Business Set-aside.

• NAICS Code: 314999 (All Other Miscellaneous Textile Product Mills).

• Size Standard: 550 Employees.

• Response Deadline: April 20, 2026.

• Offers shall be submitted via email to Dayna O’Brien (dayna.k.obrien.civ@us.navy.mil).

• Vendors must be registered in the System for Award Management (SAM).

• Quotes will be evaluated based on Lowest Price Technically Acceptable (LPTA).

• Evaluation factors include: Technical Acceptability, Adherence to Schedule, and Price.

• Award may be made based on adherence to schedule and/or soonest mobilization.

• Past Performance will be evaluated using PPIRS/CPARS information.

• Total Small Business Set-aside.

• Applicable FAR and DFARS provisions and clauses are incorporated by reference.

• Vendors must complete and submit the provided RFQ form, including highlighted yellow fields.

• CPARS evaluation procedures apply if awarded on an "All or None" basis.

• Justification for Sole Source: The Z-BLOCK FABRIC, NEWTEX STYLE F – 824 ITEM 1100353, is a brand name mandatory item. It was incorporated into Tech Code Engineers' technical work documents and Nuclear Standard Instructions. Using a different fabric would require significant rework of technical documents, procedures, and new testing, leading to substantial time, administrative effort, and financial impact without significant cost savings.
