To procure one (1) dirt bike for the USDA Forest Service (FS) Washington Office (WO) Law Enforcement (LE&I) Region 13 (R13) Subregion 4 (SR4).

• All labor, parts, and products must meet manufacturer's specifications, including non-OEM aftermarket items.

• The motorcycle will be used on various forest terrains.

• Award Type: Anticipated as Firm Fixed Price. The government reserves the right to make multiple awards for different line items if it results in best value.

• Submission: Offerors must submit pricing as requested in Attachment B - Schedule of Items. Failure to propose pricing for all individual line items may result in exclusion. Offers must be submitted via email to lawrence.jackson@usda.gov by 15 May 2026, 4:00 PM eastern. Emails should contain two separate attachments (Price and Representations and Certifications) in Microsoft Word, Excel, or Adobe PDF format.

• Evaluation: Quotations will be evaluated based on the Lowest Price Technically Acceptable (LPTA) criteria. Only the lowest priced offer will be evaluated for technical acceptability. Award will be made to the offeror whose proposal is determined to be the highest technically rated, provided the price is fair and reasonable and past performance is assessed as acceptable or neutral. Tradeoffs will not be conducted.
