This is a combined synopsis/solicitation for commercial items to procure one (1) dirt bike for the USDA Forest Service (FS) Washington Office (WO) Law Enforcement (LE&I) Region 13 (R13) Subregion 4 (SR4). The dirt bike must be suitable for all types of terrain and meet manufacturer's specifications, including any necessary non-OEM aftermarket items. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued.

• All labor, parts, and products must meet manufacturer's specifications.

• Contract Type: Anticipated as Firm Fixed Price.

• Award: The Government intends to make one award. Multiple awards may be made if determined to be in the best interest of the Government.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). The Government will evaluate quotations based on LPTA criteria. Only the lowest priced offer will be evaluated for Technical Acceptability. Past performance will be assessed as acceptable or neutral. Award will not necessarily be made to the lowest-priced offeror, but tradeoffs will not be conducted.

• Evaluation: Quotations will be evaluated based on the Lowest Price Technically Acceptable (LPTA) criteria. Only the lowest priced offer will be evaluated for technical acceptability. Award will be made to the offeror whose proposal is determined to be the highest technically rated, provided the price is fair and reasonable and past performance is assessed as acceptable or neutral. Tradeoffs will not be conducted.
