This Request for Quotation (RFQ) D-26-SS-0030 is for various laboratory supplies. The requirement is Brand Specific, and only the Original Equipment Manufacturer (OEM) and their authorized Federal Government resellers may bid. All interested Quoters must provide an "ALL OR NONE" response. The basis for award will be technically acceptable/lowest price. To be considered technically acceptable, a Quoter must be able to provide all requested items and be on the OEM's authorized reseller list. Delivery time for all items will also be evaluated.

The RFQ lists specific items with detailed configurations, including:

• 5977C Inert Plus MSD Mainframe products (Items 1 & 2)

• Standard MassHunter Ready Workstation Personal Computers (Item 3)

• MassHunter Workstation for GCMS Systems (Item 4)

• Agilent 8890 GC System Custom configurations (Items 5-8)

• 7693A Autoinjector (Item 9)

• 7693 Tray, 150 vial (Item 10)

• GC Columns (Items 11 & 12)

• Delivery Location: El Paso, Texas.

• Complete Delivery Address will be provided at time of award.

• Quotes are due at 10:00 AM ET on June 12, 2026.

• Quoters shall submit a response using their company letterhead, including a Point of Contact (POC), Name, Phone#, email, valid UEI#, and (if applicable) GSA Contract Number.

• Basis for award: Technically acceptable/lowest price.

• Delivery time will be evaluated.

• Only the OEM and authorized Federal Government resellers may bid.

• No late quotes will be accepted.

• Please include any offered discounts.

• If quoting on a company GSA schedule, items must be available on schedule at the time of quote.

Justification for Exception to Fair Opportunity

This document justifies an exception to fair opportunity for a procurement exceeding the micro-purchase threshold but not the simplified acquisition threshold. The agency requires the procurement of GC-FID and GC-MS instruments for the analysis of seized drugs at DEA Field Laboratories.

• Procurement of GC-FID and GC-MS instruments.

• The estimated total value is $300,000.00.

• The period of performance or final delivery date is June 30, 2026.

• This is a new award.

• The contract type will be a single firm-fixed priced (FFP) purchase order.

• A combined synopsis/solicitation for commercial items will be posted on SAM.gov.

• The solicitation will be for ALL or NONE.

• The evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• This is a Brand Specific requirement.

• Only the Original Equipment Manufacturer or an authorized reseller may bid.

• The justification for this brand-name requirement is that the DEA laboratory system uses an Agilent (GC-MS) system for the analysis of controlled substances, and this specific equipment is required to maintain standardization across the lab system. Replacing this equipment would incur significant expense and time for retraining personnel, causing major delays in analysis.

• Consumables are specific to the Agilent equipment and are also a Brand Name Only requirement.

• The agency has determined that replacing the specialized equipment is not reasonable at this time due to the high cost.
