Key Requirements & Quality Assurance

  • Material Specifications: Must meet QQ-B-654, Class BCuP-5. Mercury and mercury-containing compounds are strictly prohibited.
  • Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (amplified/modified) with calibration per ISO-10012 or ANSI-Z540.3 with ISO-17025. An alternate is MIL-I-45208 with MIL-STD-45662. The system is subject to Government evaluation.
  • Certification: A Certificate of Compliance is mandatory for this SPECIAL EMPHASIS material, certifying full compliance with procurement requirements. Quantitative chemical analysis is required for the silver brazing alloy. Certification data must be positive, unqualified, and submitted via Wide Area WorkFlow (WAWF) to Portsmouth Naval Shipyard (N50286) for review and acceptance prior to each shipment.
  • Traceability: Strict traceability is required from the material to the certification test report, identified by a unique traceability number or heat-lot number marked on the material and unit container. 100% inspection for traceability marking and certification data completeness/legibility.
  • Inspection: Final inspection for form, fit, and function. Lot acceptance is based on zero defects. Sampling is per ANSI/ASQ-Z1.4, General Inspection Level II, or Statistical Process Control (SPC). Small lot sizes (<=50) have specific minimum sample requirements.
  • Government Furnished Material (GFM): Contractors must develop documented control procedures for GFM, including visual examination, inspection for completeness, verification of quality, proper storage, functional testing, identification, and reporting of damage.
  • Configuration Control: Contractors must maintain total equipment baseline configuration. Waivers/Deviations and Engineering Change Proposals (ECPs) require specific submission procedures via the Electronic Contractor Data Submission (ECDS) system (https://register.nslc.navy.mil/).
