This solicitation is for the procurement of bread products for FCI Morgantown for the 3rd Quarter of Fiscal Year 2026. The government intends to make a single award on an "all or none" basis.

• Item 0001: General bread products requirements.

• Item 0002: Kosher Whole Wheat 22SL Loaf bread. Must submit Kosher certification with bid. First ingredient must be Whole Wheat Flour.

• Item 0003: Kosher Whole Wheat Hamburger Buns (12PKG). Must submit Kosher certification with bid. Bread must be enriched, pan-baked, sliced, fresh, seedless, and delivered within 48 hours after baking.

• Item 0004: Kosher Whole Wheat Hot Dog Buns (12PKG). Must submit Kosher certification with bid. Bread must be enriched, pan-baked, sliced, fresh, seedless, and delivered within 48 hours after baking.

• All bread products must be delivered in exact quantities.

• Kosher Certification is required for specific items and must be supplied with the quote.

• Contract Type: Firm Fixed Price.

• Period of Performance: April 6, 2026, to June 29, 2026 (Base Period).

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire weekly bread product deliveries for the Federal Bureau of Prisons, FCI Morgantown, West Virginia.

• Provide specified bread products, including Kosher bread, hamburger buns, and hot dog buns.

• Products must meet specific federal specifications (CID A-A-20052B, A-A-20053B) regarding type, ingredients, and preparation.

• Bread must be fresh, delivered within 48 hours after baking.

• Products must have an acceptable expiration date of ten days after delivery.

• The government will notify the vendor of unacceptable expiration dates, product shortages, and substandard product quality.

• The vendor must respond and replace such products within 24 hours.

• Contract Period: April 6, 2026, to June 29, 2026.

• Place of Performance: Federal Correctional Institution, 446 Greenbag Road, Morgantown, WV 26501.

• Deliveries will be made once per week, preferably on Monday, in quantities determined by the Food Service Administrator.

• Quoters should include their Data Universal Number System (DUNS) number in their offers.

• The Contracting Officer will verify SAM.GOV registration prior to award.

• Failure to complete SAM.GOV registration may result in elimination from consideration.

• Past performance is a consideration, and inability to deliver products has affected past awards.

• Registration in SAM.GOV is mandatory.
