Statement of Work (SOW) / Performance Work Statement (PWS)

To provide restroom vault pumping services for the Bureau of Land Management (BLM), Nevada, Black Rock Field Office.

• Pumping of restroom vaults at five specified locations: Stevens Camp, Black Rock Station, Massacre Ranch, Soldier Meadows Cabin, and Hot Creek Campground.

• Service includes pumping vaults one (1) time during the period of performance.

• Contractor is responsible for providing all supervision, labor, equipment, disposal, and supplies.

• Contractor must adhere to all State and Federal regulations regarding safety and waste disposal.

• Specific tasks include filling vaults with water, removing waste and debris (manually or by pumping), washing interior vault walls, cleaning and disinfecting contaminated areas outside the vault, cleaning the cleanout hatch, cleaning inside risers, and cleaning/disinfecting the entire restroom if services occurred inside.

• Disposal of all sewage and debris must be at a licensed or permitted facility, conforming to all Federal, State, and local laws. Proof of proper disposal may be required and must be retained for at least three (3) years.

• Work will be inspected by the Contracting Officer Representative (COR) or a BLM designee.

• Deficient work must be corrected by the Contractor within forty-eight (48) hours of notification.

• Suction hose must accommodate a maximum distance of sixty (60) feet from the pumping vehicle to the vault cleanout.

• Period of Performance: July 1, 2026, to August 15, 2026.

• Place of Performance: Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area, and Gerlach, NV.

• Contractor must notify the COR at least one week before pumping services occur.

• All equipment must conform to Federal, State, and local regulations.

• Contractor must prevent spillage and haul waste in watertight containers.

• In case of spillage, the COR must be notified immediately for mitigation coordination.

• Work will be coordinated with the COR during normal government operating hours (Monday-Friday, excluding Federal holidays).
