Quick Summary
The Department of the Navy, NAVSUP Fleet Logistics Center Pearl Harbor (FLC PH), is issuing a Combined Synopsis/Solicitation for a Sole Source Bridge Requirement for Direct Procurement Method (DPM) packing, containerization, and local drayage services in Honolulu, Hawaii. This requirement covers both inbound and outbound personal property shipments for Department of Defense (DoD) personnel. The government intends to negotiate with only one source under FAR 6.103-1 and 10 U.S.C. 3204(a)(1). Interested parties may identify their interest and capability, but this is not a request for competitive quotes. Quotes are due by June 18, 2026, at 4 PM Hawaii Standard Time.
Scope of Work
The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials (except government-furnished items) for the preparation, shipment, and/or storage of DoD personnel personal property. Services are divided into two Contract Line Item Numbers (CLINs):
- CLIN 0001 (Schedule I): Outbound packing, containerization, and local drayage services.
- CLIN 0002 (Schedule II): Inbound packing, containerization, and local drayage services. Work must adhere to the Performance Work Statement (PWS), which details tasks such as pre-move surveys, weighing, packing, loading, containerization, tagging, inventorying, appliance servicing, marking, outbound documentation, storage, cargo insurance, DPM delivery, unpacking, and claims processing. Adherence to Defense Transportation Regulations (DTR) and other specified standards is mandatory.
