Proposal Requirements
Proposals are generally by invitation only, expanding on merit-based white paper submissions or Requests for Formal Proposals (RFFPs). Detailed instructions are provided for both OTA and FAR-based contract proposals. Both types require:
- A Transmittal Letter with organizational details, CAGE Code, BAA Topic No., and foreign national participation information.
- A Summary/Statement of Work (SOW) outlining research, tasks, deliverables, and milestones.
- Volume I (Technical): Covering background, objectives, approach, feasibility, innovation, program management (capabilities, key personnel, schedule), conflict of interest, past performance, and intellectual property/data rights.
- Volume II (Cost/Price): A realistic and complete cost proposal with detailed breakdowns for labor, subcontractors, materials, travel, indirect costs, and fee/profit. Submissions are via email to the requesting ACC Contracting Officer (KO).
