Scope of Work

This BAA invites proposals addressing the technical portfolio areas of the ESI Directorate, specifically: Systems Integration (SI), C5I Engineering, and Readiness Engineering. The focus is on the acquisition of S&T proposals, including Basic Research, Applied Research, Advanced Technology Development, and Advanced Component Development and Prototypes. It is not intended for the acquisition of technical, engineering, or other support services. Proposals should advance the state-of-the-art or increase knowledge, rather than providing specific system or hardware solutions.

Contract & Timeline

Awards may be made through FAR-based instruments (Procurement Contracts) or non-FAR based instruments (Other Transaction Agreements - OTAs). The Government anticipates making multiple awards, with funding levels dependent on the quality of White Papers (WPs) and fund availability. The BAA is a continuously open announcement, valid through November 1, 2027, unless terminated sooner. Proposal development costs will not be reimbursed.

Submission & Evaluation

This BAA utilizes a Two-Step Selection Approach. Step-One involves the evaluation of electronically submitted White Papers (WPs), which must not exceed fifteen (15) pages unless otherwise specified in a Call for WPs. Step-Two is an invitation to submit a formal proposal for selected WPs. Evaluation factors for WPs, in descending order of importance, include: Technical Merits, Capabilities, Relevance and Importance to ESI Directorate, Schedule, and Affordability. Offerors will receive an email notification regarding their WP selection within 90 calendar days.

Eligibility / Set-Aside

This opportunity is a Total Small Business Set-Aside (FAR 19.5). The Government encourages submissions from industry, including scientific research organizations, educational institutions, small businesses, small disadvantaged business concerns, historically black colleges, university and minority business enterprises. Canadian firms participating in the Defense Development Sharing Program are also eligible. For Prototype OTAs, specific conditions apply, such as participation by non-traditional defense contractors or nonprofit research institutions, or all significant participants being small businesses or nontraditional defense contractors.
