Quick Summary
The Library of Congress's American Folklife Center (AFC) has issued a Broad Agency Announcement (BAA) for the Archie Green Cultural Documentation Program. This BAA seeks proposals to support the creation of community-centered collections that document diverse local and regional cultural and traditional practices. The program aims to enhance the Library's holdings and make these materials publicly accessible. Concept Papers are due May 28, 2026.
Purpose & Scope
The primary purpose is to solicit projects that enable communities to document their cultural traditions, practices, and experiences from their own perspectives. Funded projects will result in archival collections preserved at the AFC and made accessible through the Library of Congress's website. Projects should focus on contemporary, community-based cultural and traditional practices. Ineligible projects include those solely focused on oral history without contemporary cultural activity, narrowly focused life histories, or projects exclusively about the past without contemporary presence.
Contract Details & Funding
This BAA anticipates funding up to two (2) proposals, with a maximum award of $50,000 each. Awards will be firm-fixed-price contracts with milestone payments. The period of performance for each project will be 12 months, commencing on or about September 2026.
Eligibility & Restrictions
- Eligible Applicants: Individual U.S. citizens or permanent residents, and U.S.-based organizations (including territories and D.C.). Eligible organizations include charitable (501(c)(3)), institutions of higher education, colleges/universities, and professional associations/community groups. State and local government employees are eligible.
- Ineligible Applicants: For-profit entities, and federal government employees or agencies.
- Requirement: All applicants must be registered in SAM.gov.
- Set-Aside: None specified (this is a BAA, not a typical procurement with a formal set-aside, but eligibility is restricted as noted above).
Submission & Evaluation
This is a two-step application process:
- Concept Paper Submission: Due May 28, 2026, by 4:00 PM ET. Concept papers should be responsive to BAA objectives, include a vision statement, and demonstrate capability/experience. Hyperlinks are not permitted, but images are allowed.
- Full Project Proposal Submission: Due July 27, 2026 (by invitation only). Full proposals will be evaluated on technical approach, capability/experience/past performance, and price.
