Submission Process
Prospective offerors are strongly encouraged to contact the Technical Point of Contact (TPOC) before submitting a white paper or proposal. White papers should be prepared according to Part II of the BAA. Favorable white paper evaluations may lead to an invitation to submit a complete proposal. White papers are evaluated by Technical Subject Matter Experts (SMEs). The 5-page limit for white papers includes the Technical Discussion, Identifying Support, and Cost sections; the Cover Page and a one-page Addendum are not counted. Graphics are permitted and count towards the 5-page limit. Vendors should provide a rough estimated cost for a Proof-of-Concept/Lab Demonstration or Early Prototype in the cost section.
