  • Soldier Effectiveness: Body-worn systems, hand-held devices, smart electronic components, information processing, biomechanics, anthropometry, warrior performance, soldier power sources, future warrior technology integration, technology assessment/simulation tools, ecological approach to survivability, soldier-centric sensors, soldier/squad performance optimization, human factors, soldier ISR, biotechnology, and physical performance technologies.
  • Expeditionary Maneuver Support: Research and development in EMI/EMP protection, environmental protection, energy efficiency, maneuver/movement/sustainment, and functional integration of multiple technologies.
  • Aerial Delivery: Advanced personnel and cargo airdrop systems.
  • Simulation and Training Technology: Live training simulation, battlefield effects, medical simulation, advanced interactive simulation, cyberspace warfare for training (CyWar-T), adaptive instructional systems, battlespace visualization, digital environments, artificially intelligent agents, and collaboration with the Institute for Creative Technologies.

Submission & Evaluation

This is a two-step submission process:

  2. Full Proposal Submission: Proposals are accepted after concept paper approval until February 28, 2030. Proposals must be submitted in severable sections (Technical, Management, Cost/Price, Past Performance, Subcontracting/Small Business Participation, Representations/Certifications, Statement of Work). Evaluation will be based on Technical Merit, Technology Advancement/Warfighting Capability, Management, Cost/Price, Past Performance, and Subcontracting Plan/Small Business Participation. Eligible entities include degree-granting colleges/universities, nonprofit research institutes, foreign organizations, and commercial firms. Government facilities/organizations are not eligible.
