Key Requirements & Deliverables
Selected innovators must create a unique digital work to be hosted on the LC Labs website, utilizing digital methods such as web applications, visualizations, augmented reality, or multimedia. Deliverables also include blog posts, press releases, public engagement materials, periodic reports, and demonstrations. A minimum of 80 cumulative hours on-site at the Library of Congress in Washington, D.C., is required during the first year, though this may be waived.
Contract Details
This is a Firm-Fixed-Price contract for individuals, not organizations or teams. The period of performance is a minimum of 12 months, starting September 2026, with a potential for a second year. The estimated value is up to $90,000 per year. While the Library will contract with individuals, subcontracting for supplemental labor and expertise is permitted.
Eligibility & Application Process
Applicants must be U.S. citizens or permanent residents; current federal employees are ineligible. Registration in SAM.gov is required for award eligibility. The application is a two-step process:
- Concept Paper: A brief (3-page limit) concept paper must be submitted via email to loc-baa@loc.gov by April 10, 2026.
- Full Proposal: Invited applicants will submit detailed proposals (estimated May 2026).
