Contract Details

Contract types may include Firm-Fixed Price, Cost Reimbursement, or Time-and-Materials. Deliverables must be Section 508 compliant and provided in Microsoft Word, PowerPoint, and Adobe PDF formats.

Submission & Evaluation

The process is two-phased:

  1. Phase 1: Submission and evaluation of Project Concept Papers. Concept papers may be submitted at any time up to the closing date of a specific research topic (Appendix C). For topics with an October 30 closing date, the deadline is confirmed as October 30, 2023. For topics with "TBA" closing dates, proposals are not currently being accepted.
  2. Phase 2: Selected Offerors are invited to submit formal Project Proposals. Evaluation criteria include Technical Merit (of concept paper and proposal), Cost/Price, and the Small Business Subcontracting Plan (if applicable). Bidders must use provided templates for cost proposals (Appendix B) and Project Quad Charts (Appendix A). A "Certification Regarding Lobbying" form (Appendix D) is also required.

Eligibility & Set-Aside

This is an unrestricted solicitation, open to any responsible source. Small, Small Disadvantaged, Service-Disabled Veteran-Owned, Veteran-Owned, Woman-Owned, HUBZone Small Business Concerns, Historically Black Colleges and Universities, and Minority Institutions are strongly encouraged to participate. No portion of this BAA is set aside exclusively for any specific small business category. All Offerors must be registered on SAM.gov.
