Statement of Work (SOW) / Performance Work Statement (PWS)

To provide labor, equipment, materials, transportation, and supervision for the application of approved herbicides to designated understory vegetation areas within the Allegheny National Forest during July, August, and September.

• Application of herbicides to understory vegetation in specific areas on the Bradford and Marienville Ranger Districts.

• Areas are typically less than 100 acres and greater than 3 acres, recently harvested with logging slash.

• Contractor to use approved herbicides (glyphosate and/or sulfometuron methyl) and specified surfactants.

• Contractor to furnish all equipment except for government-furnished radios and spray block maps/shapefiles.

• Contractor must provide a Project Supervisor and licensed pesticide applicators.

• Application rates: 1-pound active ingredient per acre for glyphosate, 1.5 ounces active ingredient per acre for sulfometuron methyl. Surfactant applied at 1 pint per acre with glyphosate.

• Herbicide solution applied at 25 gallons per acre (with specified tolerances).

• Application rates shall not exceed 120% of the standard rate on average, and not exceed 150% on individual units with thick vegetation.

• Equipment calibration and spray characterization required.

• Capacity: Up to 50 acres per day, or up to 1,000 acres in a 3-week timeframe, weather permitting.

• July, August, and September annually.

• Locations: Bradford and Marienville Ranger Districts of the Allegheny National Forest (Warren, Forest, Elk, McKean counties).

• First ordering period: July 13, 2026 - December 31, 2026. Subsequent periods: January 1 - December 31 annually.

• Licensed Pennsylvania pesticide applicators (Category A and Category 05) required.

• Use of biodegradable or photodegradable flagging.

• Coordination with Forest Service inspector/COR for work plans, water sources, and site access.

• Adherence to buffer distances for water quality (25-50 feet for perennial streams, 10 feet for dry intermittent streams, 100 feet for equipment travel, 25 feet around vernal pools).

• Climatic limitations: Wind, rain, fog, dew, air turbulence, and anticipated rainfall.

• Respray may be required for rain within 4 hours of treatment.

• Safety: Accident/incident reporting, protective clothing, on-site washing facilities, spill prevention plan, and proper disposal of herbicide and containers.

• Invoicing via Department of Treasury's Invoice Processing Platform (IPP).

• Key personnel required: Project Supervisor and Licensed Pennsylvania Commercial Pesticide Applicator.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for ground-based broadcast herbicide spraying services on selected areas of the Allegheny National Forest. The services are to be performed during the July-September operating window, applying specified herbicides. This acquisition is a Total Small Business Set-Aside.

• Perform ground-based broadcast herbicide application on designated treatment units.

• Utilize licensed Pennsylvania pesticide applicators.

• Furnish all labor, equipment, materials, herbicides, surfactants, transportation, and supervision.

• Comply with all Forest Service requirements for equipment calibration, daily coordination, safety procedures, buffer zones, climatic limitations, equipment cleanliness, recordkeeping, and professional performance standards.

• Work must be performed according to schedule and in accordance with technical specifications and operating procedures outlined in the Statement of Work.

• This solicitation will result in the award of a single-award, firm-fixed-price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract.

• The contract period and maximum contract duration shall not exceed five (5) years.

• A minimum of $2,500 is guaranteed.

• The maximum cumulative value for all ordering periods is $3,500,000.

• Award will be made for all five ordering periods.

• Offers must be submitted electronically by 11:59 p.m. EST on Friday, June 26, 2026.

• Proposals will be evaluated based on Technical Approach, Key Personnel, Proposed Equipment, Past Performance, and Price.

• Award will be made to the responsible offeror whose quotation represents the best overall value to the Government.

• Award will not necessarily be made to the lowest-priced offeror.

• This acquisition is set-aside for small business concerns.

• The applicable North American Industry Classification Standard Code is 115310 Support Activities for Forestry.

• The small business size standard is $11.5 Million.

• All vendors must have an active System for Award Management (SAM) registration.

• Separate written solicitation will not be issued.

• The Government intends to evaluate proposals and make award without negotiations.

• Attachments include: Schedule of Items (SOI), Statement of Work (SOW), Wage Determination, and Experience Questionnaire.

• Questions regarding the solicitation must be submitted via email no later than June 12, 2026.
