Statement of Work (SOW) / Performance Work Statement (PWS)

To contract the services of a Broker agency in Mexico to facilitate the importation of sterile Mexican fruit fly pupae into Mexico for the USDA, APHIS International Services' Preventive Release Programs (PRP). The goal is to prevent the establishment of the destructive Mexican fruit fly (MXFF) in the U.S. citrus industry.

• Provide brokerage and importation services at the Mexican Point of Entry (Pharr International Bridge, Reynosa, Tamaulipas, Mexico).

• Obtain necessary import permits in compliance with Mexican regulations (SAGARPA and SAT).

• Facilitate the timely importation of sterile MexFly Pupae, which are shipped weekly from Edinburg, Texas.

• Ensure rapid processing (often within 1 hour of arrival) due to the live nature of the pupae.

• Maintain constant communication and coordination with USDA personnel regarding shipment arrivals.

• Stay informed of any changes in Mexican import laws and regulations for these shipments.

• Timely delivery of import permits to USDA employees at the point of entry.

• Rapid completion of importation requirements upon shipment arrival.

• Effective communication and coordination with USDA personnel.

• Base Contract Period: One year from the date of award.

• Place of Performance: Mexican Point of Entry, specifically the Pharr International Bridge.

• Contractor must provide all necessary personnel, supervision, transportation, materials, supplies, and equipment, except for the sterile pupae themselves.

• Contractor personnel must be available to meet each shipment at the border.

• Contractor is responsible for understanding and complying with all applicable Mexican import regulations.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ). The USDA intends to contract for the services of a Broker agency in Mexico to import Sterile Pupa of Mexican fruit fly, complying with Mexican regulations. This acquisition is set aside for small business concerns.

• Broker Services Import Mexican Fruit Fly Pupae: 12 Months

• Broker Services Import Tamarixia Radiata: 12 Months

• Services are required at the Mexican Point of Entry.

• Period of Performance: One year from the date of award.

• Award Type: Anticipated to be a single award.

• Submission: Offerors must submit pricing as requested in the attached spreadsheet titled "Pricing Schedule".

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on:

  • Relevant Experience: Demonstrated experience performing similar work.
  • Past Performance: Two (2) relevant contracts completed within the last five years (recency, relevancy, quality).
  • Price: Fair and reasonable pricing for all ordering periods.

• Evaluation Method: Comparative evaluation, seeking best value. The Government may consider offers exceeding minimum requirements.

• Questions Deadline: April 20, 2026, at 1:00 PM Eastern Time via email to linda.w.washington@usda.gov.

• Offer Acceptance Period: Offerors must hold prices firm for 90 calendar days from the receipt of offers.

• This acquisition is set aside for small business concerns.

• Technical data and supporting documentation are available through solicitation attachments, including Attachment II – Statement of Work.

• Offerors must ensure they have appropriate access credentials for any required materials.

• The Service Contract Labor Standards may apply; Wage Determinations for the possible place of performance are attached.
