Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for the "USPS BROOKLYN P & DC LOADING DOCK UPGRADE" project, detailing the requirements for the contractor to complete construction of a postal facility.

• General: Provide all materials, labor, and services necessary for the construction.

• Underground Utilities & Systems: Locate, identify, protect, and maintain underground utilities and existing building systems. Use Ground Penetrating Radar (GPR) for detection to avoid damage to underground utilities and building structures.

• Coordination: Coordinate with USPS Inspection Services for construction schedules, including CCTV conduit and wiring relocation. Coordinate with USPS facility management.

• Architectural: Install temporary partitions, demolish and adjust existing slabs and masonry walls, store detached loading dock equipment, replace dock levelers and scissor lifts, replace vehicle dock bumpers and seals, and repair steel surfaces. Remove existing motorized coiling dock door systems and install new sectional knock-out doors and motorized coiling door systems. Install automatic vehicle restraints and dock light systems. Repair interior concrete masonry units and provide steel protection barriers. Rebuild exterior masonry walls and repair existing concrete masonry walls. Provide firestopping and paint disturbed surfaces. Repair dock canopy and replace ambient lighting.

• Vehicle Maintenance Facility: Replace overhead coiling door, repair damaged masonry and door frames, replace sensors, replace swing doors, and repair steel plates and bollards.

• Structural: Remove and provide new concrete slab and grade beam, repair existing concrete pits, provide new overhead door opening steel columns and beams, remove and replace exterior masonry walls, and repair existing concrete walls.

• Electrical: Relocate conduit supports, disconnect power to existing dock equipment, provide exterior surface mounted soffit LED lighting, replace GFCI receptacles, relocate conduit and wiring for CCTV, fire alarm, and security systems, provide power to new dock levelers and restraints, and modify existing power distribution systems.

• Fire Protection: Install sidewall sprinklers in accordance with NFPA 13 and USPS Standards for new sectional knock-out doors.

• All work must comply with applicable codes and local regulations. In case of conflict, the more stringent standard applies.

• USPS reserves the right to request replacement of cleaning agents causing discomfort.

• Work may or may not be performed with a single mobilization; contractor agrees to follow the project schedule.

• Protect existing USPS facility furniture and equipment.

• Protect existing flooring and carpeting; repair any damage to existing materials.

• Building systems must remain online at all times; provide necessary temporary work.

• Interferences and discrepancies must be reported in writing.

• Contractor must provide a detailed draft construction schedule and phasing plan.

• Coordinate construction activities around USPS operations to minimize disruption.

• Construction work hours are normal weekdays, with weekend work permitted if necessary.

• Shutdowns of any service require written approval one week prior, only on Sundays.

• The project is for the USPS Brooklyn P & DC.

• Acceptance of each phase is for beneficial occupancy after completion of related contract work.

• A one-year project warranty begins after the acceptance of the last phase.

• Contractor must provide a full-time field superintendent with demonstrated capability.

• Contractor is responsible for obtaining all required permits.

• Contractor is responsible for daily clean up and disposal of debris.

• Contractor is responsible for contracting with Direct Vendors and Pre-Approved Vendors for specific equipment and supplies as listed in the contract documents (e.g., Sectional Knockout Doors, Dock Lift).

• All materials used shall be non-asbestos containing.
