Quick Summary
The Defense Logistics Agency (DLA) Disposition Services is soliciting quotes for the procurement of three (3) Bruker TITAN 800 XRF Analyzers, or equivalent, to supplement existing DLA infrastructure. This is a full and open opportunity. Quotes are due May 14, 2026, by 1:00 p.m. Eastern Standard U.S. Time.
Scope of Work
The requirement is for three (3) new handheld X-Ray Fluorescence (XRF) analyzers, specifically the Bruker TITAN 800 model or an equivalent that meets detailed salient characteristics. Key features include a 4W Rhodium X-ray tube, large area silicon drift detector, puncture detection, scanning from Magnesium through Uranium, automated five-position primary beam filter changer, lightweight design (<1.5kg), IP54 rating, and various measurement modes (Pass/Fail, Grade ID, Limits, Chemistry). The analyzers must support Bluetooth, USB, Wi-Fi connectivity, and include Instrument Toolbox software, user manuals, safety videos, and a super alloy library. Accessories such as a USB stick, waterproof transport case, rechargeable batteries with charging stations, cables, and plug adapters are also required. All equipment must have a DoD item unique identification (IUID) and be new, not remanufactured. A one-year standard warranty is mandatory.

Evaluation & Submission
Award will be made to the responsible contractor offering the lowest evaluated price technically acceptable (LPTA). Offerors must submit detailed technical specifications for the proposed XRF Analyzer to verify that all salient characteristics are met. Quotes must also state the delivery lead-time. Quotes must be submitted via email only to the designated Contracting Officer, Matthew Wonch (matthew.wonch@dla.mil). Late, partial, or incomplete quotes will not be accepted.
Delivery & Invoicing
Delivery of the three XRF analyzers is required at DLA DS TOSC Battle Creek ANGB, BLDG 6917 3511 Falcon AVE., Battle Creek, MI 49037. The contractor must notify the delivery Point of Contact (POC), Don Helle (don.helle@dla.mil, 385-591-5940), at least seven business days prior to delivery. Invoicing must be submitted through the DoD Wide Area Workflow (WAWF) system, and a completed DD250 (Material Inspection and Receiving Report) with a picture of the data plate and serial number attached to the invoice is required.
Justification for Brand Preference
A "Memorandum for the Record" justifies the preference for Bruker Titan 800 XRF Guns due to existing DLA infrastructure, data consistency requirements, DLA Strategic Materials processing needs, streamlined operations, safety (electronically generated radiation source), and compatibility of Bruker's alloy library with DLA's inventory. While the SOW allows for "equivalent" products, bidders should address how their proposed solution meets these stringent requirements.
