Justification for Sole Source
The sole-source determination was based on Battlespace Simulations, INC. (BSI) being the exclusive seller of the required maintenance licenses, holding agreements with proprietary rights owners (MetaVR and Scalable). Market research confirmed BSI as the only single source capable of providing comprehensive maintenance support for the entire CAVE system software, ensuring a single point of technical support and reducing Government labor costs. Replacing or redesigning the system to accommodate other vendors was deemed not in the best interest of the Government. No actions are planned to remove barriers to competition at this time.
