Bucharest-Request for Quotation AWD mid size SUV

This Request for Quotations (RFQ) is for the acquisition of one new, mid-size, all-wheel-drive, gasoline-powered SUV, along with one set of complete spare alloy wheels with winter tires. The U.S. Government intends to award a contract to the responsible company submitting the lowest-priced, acceptable quotation.

• One (1) new, mid-size, all-wheel-drive, gasoline-powered SUV with EU specifications.

• One (1) set of complete spare alloy wheels with winter tires.

• Vehicle must meet specific performance and safety features (e.g., engine displacement, horsepower, top speed, CO2 emissions, EURO 6 standard, seating capacity).

• Vehicle must be metallic black with 19" light alloy wheels.

• Interior features include electric front seat adjustment with memory, heated front seats, lumbar support, and adaptive LED headlights.

• Must include a five-year maintenance inclusive package.

• Offerors must be the manufacturer, an authorized distributor, or a certified reseller.

• Must provide the name and address of a garage for maintenance services in Bucharest or Ilfov county.

• Chinese vehicle brands are not acceptable.

• Newly manufactured, latest model vehicles only; second-hand vehicles are not acceptable.

• Brand name parts must be readily available in Bucharest, Romania.

• Contract Type: Firm-fixed price.

• Period of Performance: Delivery within 270 days after contract award.

• Warranty: Five years or 1,000,000 Km, whichever comes first, serviced in Romania.

• Prices are to be in Euros. Value Added Tax (VAT) is not included in CLIN rates but will be priced as a separate line item.

• Submission Deadline: April 17th, 2026, 17:00 Bucharest Time.

• Submission Method: Electronic email to BucharestGSOProcurement@state.gov with the subject line "Quotation 19R01026-Q0007 Enclosed".

• Required Documents: Completed SF1449, Pricing, Section 5 Representations and Certifications, additional information as required in Section 3, and SAM registration.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible offeror. Acceptability is based on compliance with terms, and responsibility is based on FAR 9.1 requirements.

• Questions Deadline: April 03, 2026, 17:00 local time, submitted in writing to BucharestGSOProcurement@state.gov.

• Unrestricted acquisition.

• All contractors must be registered in the SAM (System for Award Management) database prior to contract award.

• The solicitation includes FAR clauses 52.212-1, 52.212-3, and 52.212-5, with addenda.

• Delivery Location: U.S. Embassy Bucharest.

• Delivery Terms: FOB Destination.

• Delivery Hours: Monday-Friday, 09:00-16:00.

• Quality Assurance: QASP plan provided for monitoring contractor performance.

• One (1) new mid-size SUV (all-wheel drive, automatic, gas-powered)

• One (1) set of complete spare alloy wheels with winter tires compatible with the SUV

• The U.S. Government intends to award a contract/purchase order based on initial quotations.

• Award will be made to the responsible company submitting an acceptable quotation at the lowest price.

• Discussions may be held with companies in the competitive range if needed.

• Quotations must be submitted electronically via email to BucharestGSOProcurement@state.gov.

• The email subject line must be: "Quotation 19R01026-Q0007 Enclosed".

• Submission deadline: April 17th, 2026, 17:00 Bucharest Time.

• No quotations will be accepted after the cut-off date and time.

• Evaluation will be based on lowest acceptable price from a responsible company.

• All contractors must be registered in the System for Award Management (SAM) database (https://www.sam.gov/SAM/) prior to contract award.

• Prospective offerors are encouraged to register in SAM prior to submitting quotations.

• Required submission items include: SF1449, Pricing, Section 5 (Representations and Certifications), additional information as required in Section 3, and SAM registration.

• Questions regarding the solicitation must be submitted in writing to BucharestGSOProcurement@state.gov by April 03, 2026, 17:00 local time. Questions must be in English.
