This is a combined synopsis/solicitation (RFQ FA254326Q0004) for commercial items to procure the services for the Boiler Venting Exhaust removal and replacement at Buckley SFB, CO, in accordance with the attached Statement of Work dated 1 April 2026. The government intends to award a Fixed-Price Contract using a Lowest Price Technically Acceptable (LPTA) approach.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing deteriorating boiler venting (exhaust & inlet) at Building 205 due to ongoing condensate leaks, which pose a risk of failure and release of hazardous flue gases. The replacement will ensure proper system operation and occupant safety.

• Replace exhaust and air intake vent piping for four Lochinvar boilers in Building 205:

  • Two (2) domestic hot water boilers (Model #: FBN1001)
  • Two (2) heating boilers (Model #: AWN 1000)

• Review and adhere to manufacturer installation and operation manuals.

• Comply with specified codes and standards, including UFC 3-410-01, UFC 3-420-01, National Fuel Gas Code, OSHA 1926.55, NFPA 101, International Mechanical Code (IMC), National Mechanical Code, National Building Code, and applicable state/local codes.

• Perform inspections of newly installed vent piping, ensuring proper connections, secure support, airtight seals, correct clearances, proper exhaust, and adequate condensate drainage.

• Conduct comprehensive leak checks under static and operational loads.

• Perform draft analysis to ensure proper venting.

• Perform combustion analysis on all boilers for safe and efficient operation.

• Coordinate final inspection with the Fire Department.

• Recommission systems to ensure safe operation.

• Deliver a deficiency report detailing any compromised components or units.

• Provide all necessary materials and equipment, including CPVC vent piping, starter sections, adapters, and specialized tools.

• Dispose of all removed parts and materials off-site.
