Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Roman Catholic Priest services for Buckley Space Force Base.

• Provide religious and spiritual leadership to meet the needs of Catholic military personnel, their family members, and other authorized personnel.

• Coordinate efforts with Chaplain Corps personnel in a multi-denominational and pluralistic religious environment.

• Services to be provided in accordance with the Roman Catholic Archdiocese for the Military Services (AMS) faith requirements.

• One 1-year base period with four 1-year option periods, totaling four and a half years.

• Daily Schedule: Approximately 20-hour work week, including weekends and holidays. Time-compensated for pre-determined contingencies or approved overtime.

• Monthly Schedule: Provided by the COR at least 15 calendar days in advance.

• Reporting: Submit electronic after-action reports for emergency ministry within 72 hours. Complete monthly Air Force Chaplain Corps Activity Reporting System (AFCCARS) file by the third day of the following month.

• Qualifications: Contractor must be a Roman Catholic Priest in good standing with their diocese and AMS, possess a completed DD Form 2088, and meet educational/experience requirements outlined in DoDI 1304.28. Fluency in English is required.

• Specific Responsibilities: Include Sunday, Holy Day, and daily Mass; religious education and sacramental preparation; comprehensive sacramental ministry (Baptism, Eucharist, Confirmation, Penance, Marriage, Anointing of the Sick); OCIA; Young Adult Ministry; Spiritual Enrichment programs; and comprehensive Catholic Pastoral Care.

• Authority and Governance: Contractor serves as the subject matter expert for Roman Catholic accommodation and advisor to the senior chaplain.

• Blessed Sacrament Room: Ensure reservation and safeguarding.

• Sunday and Daily Masses: Conduct Masses as scheduled, adhering to the General Instruction on the Roman Missal (GIRM).

• Sacrament of Penance: Weekly scheduled celebration.

• Spiritual Care: Provide confidential counseling and be available for mission essential requirements.

• Religious Education: Oversee sacramental preparation and coordinate support.

• Ecumenical and Interfaith: Support a pluralistic environment and encourage collegial exchange.

• Service Delivery Summary: Includes performance objectives for conducting Masses, providing spiritual care, and religious education, with thresholds based on AMS standards and annual "Satisfaction Survey of Parish Members."

• Reporting: Timely submission of after-action reports and AFCCARS data.

• Endorsement: Maintain endorsement from AMS.

• Background Checks: Tier 1 background check, State Criminal History Checks with fingerprints for individuals working with children.

• Dress Code: Abide by AMS dress and appearance standards (black clergy attire).

• Volunteers: Oversee recruitment, organization, and training of volunteers.

• Government Furnished Property (GFP): Includes office space, computer, supplies, printing, copier, and limited use of office equipment.

• Security: Comply with base traffic laws, prohibited from possessing weapons, and adhere to controlled unclassified information (CUI) policies. Safeguard government property.

• Permits, Licenses, and Certifications: Obtain all necessary permits and comply with applicable laws.

• Holidays: Services may be required on civic holidays, base pass days, and Holy Days.
