Buckley SFB - CE Generator Rental

This is a combined synopsis/solicitation for commercial services to procure a 1MW Mobile Emergency Power Generator Rental. The acquisition is a 100% small business set-aside. The government intends to award a Fixed-Price Contract using a Lowest Price Technically Acceptable (LPTA) approach.

• Rental of one (1) 1MW Mobile Emergency Power Generator for a 30-day period.

• Rental of 300ft 20-0000 AWG cables with Camlock Connection for a 30-day period.

• Delivery, staging, tying into facility, and priming for operation within 7 calendar days after receipt of award.

• The total rental service period of performance will not exceed 90 days, with two (2) options to extend the rental service for an additional 30 days each.

• Offerors must provide a technical description of how all required items within the Statement of Need (SON) will be accomplished/provided.

• Offerors must include details of any warranty, if applicable.

• Offerors must provide company name, address, point of contact (with email and phone), and CAGE Code and/or UEI number.

• Contract Type: Fixed-Price.

• Period of Performance: Initial 30-day rental period commencing upon installation and fully operational status, with potential extensions up to 90 days total.

• Estimated Value: NAICS code 532490 with a size standard of $40 Million.

• Quotes are due by 9:30 AM MDT on Friday, 15 May 2026.

• Submissions must include the RFQ number (FA254326Q0005) and title in the email subject line.

• Quotes must be sent to the Contracting Officer (TSgt Matt Kennedy) and Contract Specialist (SSgt Cody Wolff).

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Evaluation Factors: Price, Technical (capability to meet requirements), and Compliance with all other RFQ requirements.

• This acquisition is a 100% small business set-aside.

• All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov.

• The associated NAICS code (532490) must be included within the offeror's SAM.gov Representations and Certifications.

• Contractor employees require a background check to enter the installation and Restricted Area.

• The contract structure includes a base CLIN (0001) and two option CLINs (1001, 2001) for the generator, and corresponding cable CLINs (0002, 1002, 2002).

• Awardee will be required to invoice through Wide Area Workflow (WAWF).

• The Government reserves the right to cancel this RFQ.

Statement of Need (SOW/PWS)

To provide 460 CES with an additional backup power source for infrastructure support.

• Provide a 1000 kW (1MW) mobile diesel generator rental for an initial 30-day period.

• Include all necessary additional equipment for operation.

• Provide two (2) options to extend the rental for an additional 30-days each.

• Deliver, place, install, and service the generator and associated cables.

• Decommission and retrieve the generator at contract completion.

• Contractor personnel must adhere to 460th Security Forces Squadron (SFS) protocols and standards to access installation areas.

• Generator must be a diesel-fueled power generator system.

• Generator must be 480-volt (V), 3-phase power at 60 hertz (Hz) with telemetry.

• Generator must be 1600 amperes (A).

• Generator must NOT include WiFi, Bluetooth, or GPS capabilities.

• Include necessary Cable Tail, Female, Single Conductors.

• Include necessary Cable Tail, Male, Single Conductors.

• Include seven (7) per phase, plus three (3) grounds, 300ft 20-0000 AWG cables with Camlock Connection, rated to 600V.

• Delivery and installation must be completed within 7 calendar days after receipt of award.

• Contractor shall perform a walkthrough and provide a demonstration of generator operations to ensure Buckley personnel can operate equipment unassisted.

• Initial rental period: 30 days.

• Location: Buckley Space Force Base.

• Environmental and Permitting: Contractor is responsible for ensuring full compliance with all applicable local and state regulations regarding air quality and emissions, including those set forth by the Colorado Department of Public Health and Environment (CDPHE). The contractor must secure any necessary air quality permits for operation at Buckley Space Force Base, which may include filing an Air Pollutant Emission Notice (APEN) and obtaining operating permits prior to commencement.

• Acceptance: Items will be accepted and inspected by government officials.

• Security: Contractor must be able to enter all areas of the installation by adhering to all 460th Security Forces Squadron (SFS) protocols and standards.
