This is a combined synopsis/solicitation for commercial services to procure the completion of Gas Valve Replacement. The government intends to award a Fixed-Price Contract using a Lowest Price Technically Acceptable (LPTA) approach. This acquisition is a 100% small business set-aside.

• Provide new, unused, and non-refurbished parts for gas valve replacement.

• Work must be completed within 60 calendar days after receipt of award.

• Contractor employees must be able to pass a background check to enter the installation.

• The work is to be performed IAW the attached Statement of Work dated 14 May 2026.

• Contract Type: Fixed-Price

• Period of Performance: 60 calendar days after receipt of award.

• NAICS Code: 238220 with a size standard of $19 Million.

• Submission Deadline: 5:00 PM MST, Monday, 25 May 2026.

• Submission Instructions: Email responses to the Contracting Officer (Lt. Andrew Flamm) and Contract Specialist (SSgt Ethan Sullivan) with the RFQ number and title in the subject line.

• Required Submission Items: Quote, technical description of how work will be accomplished, warranty details, company name, address, point of contact, CAGE Code and/or UEI number.

• Evaluation Factors: Lowest Price Technically Acceptable (LPTA). Evaluation will consider Price, Technical capability (demonstrating ability to perform all requirements within the SOW and 60-day period), and Compliance with all other RFQ requirements.

• 100% small business set-aside.

• Offerors must be registered in the System for Award Management (SAM) at www.sam.gov.

• Attachments include: Statement of Work dated 14 May 2026, and Provisions and Clauses FA254326Q0009.

• The government reserves the right to cancel this RFQ.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace six (6) gas control valves suspected of damage from a faulty gas regulator at 606 S. Aspen St., Buckley SFB, Colorado.

• Thoroughly review manufacturer Installation and Operation manuals before commencing work.

• Inspect and install new gas valves according to manufacturer specifications, avoiding cross-threading, excessive sealant, or excessive force.

• Perform comprehensive leak checks on all affected equipment while static and under full operational load.

• Conduct a full safety inspection of all gas-fired equipment, including internal components.

• Re-commission all boilers and water heaters after a full operational test to certify continued safe operation.

• Leak checks performed while units are static and under full operational load.

• Re-commissioning to certify continued safe operation.

• Deficiency report detailing compromised components or units requiring further attention.

• Period of Performance: 60 days after Receipt of Award.

• Location: 606 S. Aspen St., Buckley SFB, Colorado, 80011.

• Building Downtime: No specific building-wide downtime required; individual units can be isolated.

• Contractor must provide fully qualified technicians and specialized tools.

• All work must adhere to manufacturer's specifications and the latest editions of UFC 3-410-01, UFC 3-420-01, ASME Boiler and Pressure Vessel Codes, and applicable state/local laws.

• Technicians must be certified and licensed to service commercial boilers and possess specialized certification for specific equipment models (Rinnai REU-KBD3237FFUDC-US, Lochinvar KBN601, Lochinvar KBN286).

• Contractor-furnished items include OEM gas control valves, assemblies, fittings, gaskets, valve replacement kits, and specialized tools.

• All replacement parts must come from a manufacturer-approved authorized distributor/supplier.

• Contractor shall tag and return all removed parts to the 460 CES project manager.

• Final report required upon project completion, including pressure readings, leak check results, safety checks, combustion analysis, replaced parts log, and deficiency summary.
