Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for replacing an Automatic Transfer Switch (ATS) at Building 246, MCAS Cherry Point, North Carolina.

• Replace one existing Generac 1600A, 3-Phase, 277/480V ATS unit with a new equivalent unit (e.g., ASCO 7000 Series, 1200 amp, 3-Phase, 277/480V).

• The primary operational constraint is to maintain continuous, uninterrupted power to the facility throughout the work by utilizing a temporary bypass with a government-provided generator.

• Work includes furnishing all labor, materials, tools, and equipment.

• All work must adhere to the National Electrical Code (NEC), Unified Facilities Criteria (UFC), and MCAS Cherry Point base regulations and safety protocols.

• Safety: Adherence to Activity regulations, hard hat policy, and mandatory PPE (hearing protection, safety glasses, hard hats, long pants, safety shoes, reflective vest). Compliance with EM 385-1-1, NFPA 70, NFPA 70E, NFPA 241, APP, AHA, and OSHA regulations.

• Access & Security: Contractor personnel require identification badges for site access. Criminal background checks and adherence to specific eligibility requirements for access to MCAS Cherry Point are mandatory. DBIDS registration is required.

• Scheduling: Regular working hours are 7:00 am to 3:30 pm, Monday-Friday. Work outside regular hours requires Contracting Officer approval 15 days in advance. Utility cutovers and interruptions must occur after normal working hours or on weekends/holidays.

• Insurance: Minimum insurance coverage required by FAR 28.307-2 Liability.

• Supervision: One person to fill roles of Superintendent, Quality Control Manager, and Site Safety and Health Officer.

• Outages: Planned outages require a written request 15 days in advance, including a contingency plan for risks and recovery.
