Building 415 Replace Non-Working Shower Stalls

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for replacing non-working shower stalls in Building B415 at Joint Base Myer – Henderson Hall (JBM-HH).

• Construction Scope: Replace three existing prefabricated fiberglass or approved equal shower stalls with new units of approximate dimensions 36"x36"x80"H.

• Demolition: Remove and dispose of current non-functioning shower stalls and cracked concrete shower floors off-base at an acceptable disposal site.

• Plumbing: Work required to make new shower stalls complete and functional.

• Materials: Contractor to provide all necessary equipment, materials, and labor.

• All work must be completed within 90 calendar days from the Notice to Proceed.

• Contractor must warrant work for 365 calendar days (12 months) from acceptance.

• Submittals (Project Schedule, Shop Drawings, Product Data, etc.) require government review (allow 14 calendar days).

• Location: Building B415, Fort Myer, VA 22211.

• Period: No more than 90 calendar days from Notice to Proceed.

• Access: Contractors must comply with JBM-HH installation access procedures, including background checks and identification requirements.

• Safety: Adherence to EM 385-1-1, OSHA, EPA regulations, and submission of a site-specific safety plan is mandatory.

• Environmental: Compliance with all federal, state, and local environmental laws; proper disposal of all waste materials.

• Quality Control: Contractor must implement a Quality Control Plan and appoint a separate Quality Control person from the Project Superintendent.

• Reporting: Contractor labor hours must be reported via http://www.ecmra.mil/.

• Site Conditions: Contractor is responsible for all means, methods, and coordination. Any discrepancies must be reported immediately to the KO & COR.

• Restrooms: Contractor personnel are not permitted to use Government restroom facilities; portable toilets must be coordinated with the COR.

• Site Visit: A site visit prior to proposal submission is required.

This notice is issued by Joint Base Myer-Henderson Hall, Virginia, to identify potential vendors for the replacement of three non-functioning, leaking shower stalls in Building 415. The government is seeking information to determine if a small business set-aside is appropriate. If two or more qualified small businesses respond with sufficient information, the requirement may be set aside. All small business categories are encouraged to respond.
