Statement of Work (SOW)

To repaint and replace flooring in Building 51 at the NIST Boulder Campus, enhancing energy efficiency, safety, and functionality to meet current NIST site standards.

• Flooring Replacement (Approx. 1500 sq ft):

  • Moving and storing furniture and equipment (including security items).
  • Removing and disposing of existing cove base, transition strips, VCT, and carpet tile.
  • Preparing substrates and installing new flooring.
  • Installing Armstrong Standard Excelon Imperial VCT (or approved equivalent) in Bathrooms 102 & 103.
  • Installing Milliken "Major Frequency" carpet tile (or approved equivalent) in specified rooms.
  • Installing 4 in. Johnsonite "Grey Haze" cove base throughout.
  • Using manufacturer-recommended adhesives and a carpet roller.
  • Providing and installing transition thresholds at all doorways.
  • Maintaining a clean work area and daily debris removal.

• Interior Painting (Approx. 1500 sq ft):

  • Patching, sanding, and texturing interior walls.
  • Protecting adjacent surfaces.
  • Applying Sherwin-Williams premium primer to corridor walls.
  • Painting corridor walls with Sherwin-Williams Pure White (Eggshell finish) and door frames with Dunn-Edwards Silver Polish (Semi-Gloss finish).
  • Painting fire extinguisher borders with Sherwin-Williams 4081 Safety Red.
  • Maintaining a clean work area and daily debris removal.

• All work must be completed in accordance with manufacturer's instructions and NIST standards.

• Corrections for identified issues or punch-list items are required at no additional cost.

• Final cleaning and detailing of work areas are mandatory.

• Place: Building 51, NIST Boulder Campus.

• Period: Four months from the date of award.

• Work Hours: Monday-Friday, 0600-1900 Mountain Time (excluding Federal holidays). Night and weekend work may be required to avoid impeding security functions.

• Pre-proposal site visits are highly recommended.

• Post-award meeting required within 10 days of Notice to Proceed (NTP).

• Night and weekend work may be required.

• Safety: A detailed, site-specific Safety Plan is required within 7 days of award. Contractors must provide all safety equipment (PPE) and training. Compliance with OSHA, state, and local laws is mandatory.

• Security: Compliance with HSPD-12 is required for facility access. A roster of personnel and background checks are necessary. Employees must wear visible NIST-issued identification badges.

• Permits: Emergency exit plans and impairment permits are required for specific work conditions.

• Deliverables: A schedule of deliverables includes a Final Schedule, Site-Specific Safety Plan, material specifications (carpet, cove base, adhesives, paint), and Emergency Egress Plan, all due 14 days after award.

• Submittals: Material samples (flooring, paint colors) and specifications must be submitted to the COR for approval.

• Night/Weekend Work: Required to avoid impeding security functions.

Sources Sought Notice

This notice is for market research purposes only to identify qualified SMALL BUSINESS construction firms capable of performing interior renovations for the Building 51 Painting and Flooring Replacement at the NIST Boulder Campus. This is NOT a Request for Proposal (RFP) or Quotation (RFQ), and the government is not committing to award a contract at this time.

The project involves interior renovations in Building 51, covering approximately 1,500 sq ft of flooring replacement and 1,500 sq ft of interior painting. Key tasks include:

• Removal and replacement of carpet tile, VCT, cove base, and transition strips.
• Installation of ESD VCT in designated restrooms.
• Installation of carpet tile in office and common areas.
• Installation of new cove base and thresholds.
• Preparation and painting of interior corridor walls, door frames, and safety markings.
• Substrate preparation, wall patching, and surface preparation.
• Relocation and storage of furniture and equipment.
• Daily cleanup.

Night and weekend work will be required to avoid disruption to security operations.

• Contract Type: Anticipated single Firm-Fixed-Price (FFP) contract.
• Period of Performance: Approximately four (4) months from the date of award.
• Location: NIST Boulder Campus, Boulder, CO 80305.

• Description of relevant construction experience.
• Bonding capacity (single and aggregate).
