Purpose
This notice is for market research only to identify qualified SMALL BUSINESS construction firms capable of performing interior renovations in Building 51 at the NIST Boulder Campus. It is NOT a Request for Proposal (RFP) or Quotation (RFQ), and the government is not committing to award a contract at this time.
Scope of Work
The project involves interior renovations covering approximately 1,500 sq ft of flooring replacement and 1,500 sq ft of interior painting in Building 51. Key tasks include:
- Removal and replacement of existing carpet tile, VCT, cove base, and transition strips.
- Installation of new ESD VCT in designated restrooms and carpet tile in office/common areas.
- Preparation and painting of interior corridor walls, door frames, and safety markings.
- Substrate preparation, wall patching, surface preparation, and relocation of furniture/equipment (including security items).
- Daily cleanup and debris removal.
- Night and weekend work will be required to avoid disruption to building security operations.
- The contractor must provide all labor, materials, supervision, construction management, and safety equipment.
Contract & Timeline
- Contract Type: Anticipated single Firm-Fixed-Price (FFP) contract.
- Period of Performance: Approximately four (4) months from the date of award.

Submission Requirements
Interested small business contractors must submit a capability statement (maximum 10 pages) via email to lauren.lopez@nist.gov. The statement must include:
- Company name, address, UEI number, and primary point of contact.
- Business size and socio-economic status (SB, SDB, WOSB, HUB Zone, VOSB, SDVOSB).
- Description of relevant construction experience.
- Bonding capacity (single and aggregate).
- Technical discussion of ability to perform the services.
- Confirmation of ability to perform an FFP contract in Boulder, CO.
- Identification of any proprietary information.
- All vendors must be registered at www.sam.gov.
