Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all personnel, equipment, tools, materials, supervision, new furnishings, and services necessary for the installation of dorm furniture in Building 640 at Malmstrom AFB.

• Furnish and install new furniture for Dormitory 640, which has three floors and 144 bedrooms. Delivery truck staging must be within 200 feet of entrances.

• Contractor shall not work more than six rooms ahead without prior authorization. Rooms are occupied, and same-day removal and installation are required.

• Coordinate delivery and installation with the 341 CES Unaccompanied Housing Management Office.

• Twin Beds (Quantity 148): Captain style, fixed frame, 80"L x 38"W. Includes 3 drawers (150-lb glides), bookcase headboard with LED lighting, USB ports, and pullout storage. Must have smooth solid bottom or casters for carpeted floors and support bed contents and a person sleeping.

• Mattresses (Quantity 148): Twin XL innerspring, heat-sealed, 80"L x 38"W, Navy blue, impervious to bodily fluids, inverted seams.

• Dresser/Wardrobe (Quantity 148): Approx. 30"W x 24"D x 72"H, with full-width hangar rod.

• Pedestal Desks (Quantity 148): Approx. 42"W x 24"D x 31"H, with keyboard drawer to the right and 3 drawers stacked on the left.

• Dining Chairs (Quantity 148): Metal frame (matte black), solid oak seat (no wraps).

• Dining Tables (Quantity 76): 24" square wood top, metal pedestal base (matte black), floor levelers.

• All exposed finished surfaces must have a durable protective clear coat. Color samples can be requested post-award.

• No MDF, particle board, press board, wafer board, laminated surfaces, or vinyl wrap allowed.

• Plywood acceptable only on interior surfaces (e.g., drawer sides/bottoms/back), not drawer faces.

• All exposed finished surfaces must be solid oak construction; red oak is acceptable. Plywood or veneer is not acceptable.

• Inspection of new furnishings includes checking drawers, cracks, splits, glue joints, casters, bed deck operation, damages (scratches, dents, gouges), facility damage, and loose hardware. Discrepancies must be acknowledged with pictures.

• Period of Performance: 180 days TBD after receipt of contract.

• Work Hours: Monday-Friday, 7:30 a.m. to 4:30 p.m., to minimize disturbance to residents.

• Shipping/Handling/Installation: Costs must be included in the total price.

• Damaged Items: Not accepted. Must provide 48 hours' notice for delivery scheduling. Contractor representative must accompany Air Force inspection personnel.

• Removal of Old Furniture: Contractor is responsible for removing and disposing of old furniture off Malmstrom AFB. Items include bed frames, headboards, foot boards, mattresses, desks, hutches, dressers, nightstands, fans, lamps, and some bunk beds.

• Proposal Submission: Must include a detailed plan for disposal of removed furniture/waste, a detailed plan for delivery/storage of new furnishings, and pictures of proposed furniture pieces (no reference images from SOW).

• Safety: Comply with OSHA and NEC standards.

• Hazardous Waste: Contractor is responsible for use, generation, and disposal in accordance with regulations.

• Government Property: Notify Dorm Facility Manager and Contracting Officer immediately of any damage to government property and provide a repair proposal.

This solicitation is for the procurement of furniture for the 341st Civil Engineering Squadron Unaccompanied Housing Management Office. The government is seeking to acquire various furniture items to furnish accommodations.

• The contract type is Firm Fixed Price.

• The period of performance is 180 Calendar Days from the Date of Award.

• The lowest three, fully complete proposal packages will be evaluated based on conformance to specifications.

• Award will be made to the lowest-price quotation that meets the required specifications.

• Offer due date: April 15, 2026, at 02:00 PM Local Time.

• This acquisition is set aside 100% for Small Business.

• North American Industry Classification Standard (NAICS) code: 337122, with a size standard of 750 employees.

• The solicitation incorporates FAR clauses by reference and in full text, including those related to payment, subcontracting, and evaluation.

• Payment requests and receiving reports must be submitted through the Wide Area WorkFlow (WAWF) system.
