Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this SOW is to address current issues with Building 6619's roof and HVAC system to provide a safe and comfortable working environment for the Fire and Police departments housed within.

This SOW outlines two primary CLINs:

• CLIN 0001 – Roof Replacement:

  • Full demolition of existing standing seam metal and EPDM flat roofs down to the structural steel decking.
  • Inspection and repair of structural steel decking as needed.
  • Furnishing and installation of a new standing seam roofing system and a new flat EPDM roofing system, both with watertight warranties.
  • Full replacement of metal gutters, downspouts, roof soffit, and fascia.
  • Demolition and replacement of the building’s lightning protection system, including testing and commissioning.
  • Painting of exterior surfaces to match the new roof panels.
  • Provision of as-built drawings.
  • Work must minimize disturbances to the building occupants.

• CLIN 0002 – Replacement of HVAC System Components and TAB/Commissioning:

  • Initial inspection and analysis of the existing HVAC system by a licensed Professional Mechanical Engineer to identify deficiencies and evaluate system sufficiency.
  • Development of a report with recommendations for repair/replacement, followed by a review meeting with DPW.
  • Demolition and replacement of existing HVAC equipment as determined by DPW.
  • Testing, Adjusting, and Balancing (TAB) of new HVAC air distribution systems, including duct air leakage testing (DALT).
  • Submission of DALT and TAB reports for approval.
  • Provision of as-built drawings.
  • Work must minimize disturbances to the building occupants, with coordination required for any service shutoffs.

• Contractor qualifications are specified for Roof, HVAC, and TAB Assessment Specialists.

• Roof Contractor: Minimum 5 years of continuous commercial roof replacement experience within the last 5 years.

• HVAC Contractor: Minimum 3 years of continuous commercial roof replacement experience within the last 3 years (Note: This appears to be a typo in the original document and likely intended to refer to HVAC experience).

• TAB Assessment Specialist: Certified by AABC or NEBB.

Sources Sought Synopsis

This notice is issued solely for information and planning purposes to gauge industry interest in a potential contract for HVAC and Roof Repair at Building 6619, Fort Meade. The U.S. Government intends to award this contract on a small business set-aside basis, provided at least two qualified small businesses respond with sufficient information to support the set-aside.

The requirement involves HVAC and Roof Repair for Building 6619, an approximately 25,300 sq ft single-story structure built in 2001. The building houses the Directorate of Emergency Services (DES), including the Police and Fire Departments. An engineering study identified concerns with the roof showing signs of disrepair and the HVAC system struggling to meet demand during extreme temperature swings, creating an uncomfortable working environment.
