Acquisition Process & Evaluation

GSA will utilize a two-phase design-build selection procedure (FAR Subpart 36.3).

  • Phase 1 (Request for Qualifications): GSA will issue an RFQ to select the most highly qualified Offerors.
  • Phase 2 (Request for Proposals): A maximum of three (3) shortlisted Offerors from Phase 1 will be invited to submit technical and price proposals, which will be evaluated separately in accordance with FAR Part 15.
