NAVFAC Northwest requires brand-name commercial equipment to ensure interoperability with its existing Control System Platform Enclave (CSPE), an area-wide network connecting building-level Direct Digital Control (DDC) systems. This system utilizes a Tridium Niagara Utility Monitoring and Control System (UMCS) front end and Niagara Java Application Control Engine (JACE) enabled supervisory controllers. A Class Justification and Approval (CJ&A) has been authorized (April 20, 2026, to April 19, 2031) for the non-competitive use of Distech EC Line and Honeywell Optimizer Line controllers and software for projects connecting to the CSPE, citing standardization, cybersecurity, and cost-efficiency. This notice, however, does not restrict firms from installing, commissioning, testing, or maintaining these controllers.

Scope of Interest

The Government is seeking to identify:

  • Authorized resellers and/or distributors of Distech EC Line Controllers and Software, and Honeywell Optimizer Line Controllers and Software.
  • Potential sources that can provide "brand name or equal" products meeting the exact technical and interoperability requirements of the existing Distech/Honeywell systems and the Tridium Niagara framework, without requiring additional gateways, protocol converters, or custom hardware/software.

Submission Requirements

Interested firms must submit a capability statement, not exceeding five (5) pages, via email. Submissions should include:

  • Company Information: Company Name, Address, Unique Entity ID (UEI), CAGE code, and applicable socio-economic statuses (e.g., 8(a), SDVOSB, WOSB).
  • Authorized Status: Proof of status as an authorized reseller or distributor for Distech and/or Honeywell.
  • Technical Capability: A brief description of the firm's ability to provide the specified hardware, software, and associated technical support.
  • "Or Equal" Submissions: Comprehensive technical documentation proving 100% interoperability with existing systems if proposing an alternative solution.
  • Technical Information (Max 2 pages): List BACnet compatible programmable field controllers and network components, specifying if Distech EC-gfx Programming Line Software or Honeywell's CIPer and Spyder line software was used to program via Tridium JACE 8000/9000. Include model, description, manufacturer's data sheet, and licensing.
  • Experience (Max 3 pages): Three installed systems using Distech EC-gfx or Honeywell's CIPer/Spyder line software to program field controllers from Tridium JACE 8000/9000, with customer POC, narrative, project details, and contract info.
