Building Exterior Repair Project – FDA Pacific Southwest Laboratory

Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to perform preventative maintenance on the building structure of the Pacific Southwest Laboratory in Irvine, California. The goal is to restore appearance, prevent weather-related deterioration, and extend the facility's service life.

• Apply corrosive-resistive coatings on:

  • Exterior egress stairs (structural members, railings, nosing & tread, soffits, underside of stairs, connecting bridge and its soffit)
  • Sunshades on the south elevation
  • Access stair on the roof (stringers and railings)
  • Main entrance canopy (vertical and horizontal structural members, roof deck soffit)
  • Chemical storage shed canopy (vertical and horizontal structural members, railings, gates, roof deck soffit)

• Concrete crack repair:

  • Exterior: Repair of all visible exterior concrete cracks on the building envelope, longer than 24 inches and visible from 3 feet away.
  • Interior: Repair of visible and accessible interior cracks in concrete walls, columns, and slabs. Replacement of damaged resilient flooring at cracked slab locations.

• All coating applications must achieve specified dry film thickness and coverage rates.

• Concrete repairs must be properly bonded with no voids or delamination and meet specified strength requirements.

• Adhesion testing for coatings and testing for concrete repair materials are required.

• A one-year warranty on workmanship is required from the date of final acceptance.

• Period: Substantial completion within 180 calendar days from the contract start date. Exterior coating work scheduled between April and October. Critical coating applications not during winter months (December-February).

• Place: On-site at the FDA Pacific Southwest Laboratory, 19701 Fairchild Road, Irvine, California.

• Work hours restricted to 7:00 AM to 5:00 PM, Monday through Friday, unless approved otherwise.

• Contractor must comply with facility security protocols, including background checks.

• Dust control, containment measures, and environmental regulations must be followed.

• Advance notification (48 hours) required for disruptive activities.

• Contractor must provide OSHA-compliant fall protection and scaffolding.

• All materials must be new and of specified quality.

• Submittals include a site-specific safety plan, quality control plan, and mock-up results.
