Quick Summary
The Food and Drug Administration (FDA) is conducting market research through this Request for Information (RFI) / Sources Sought Notice to identify qualified businesses for a Building Exterior Repair Project at the FDA Pacific Southwest Laboratory in Irvine, California. The project involves structural steel coating and concrete crack repairs to restore appearance, mitigate deterioration, and extend the facility's service life. Responses, limited to a completed Industry Questionnaire, are due by February 25, 2026.
Scope of Work
This project focuses on preventive maintenance and repairs for the FDA Pacific Southwest Laboratory, a facility located in a coastal environment. The anticipated scope includes:
- Structural Steel Coating Repairs: Surface preparation and application of a multi-coat, corrosion-resistant system on exterior egress stairs, roof access stairs, sunshades, main building entrance canopy, and the chemical storage shed canopy and railings. Coatings must meet MPI, AMPP, ASTM, VOC, and manufacturer requirements, with coastal exposure durability. Exterior coating work is ideally scheduled between April and October, avoiding winter months.
- Concrete Crack Repair: Repair of exterior concrete wall cracks (visible from 3 feet and longer than 24 inches) and interior concrete cracks (walls, columns, slabs). This includes crack mapping, documentation, and repair per ACI and project specifications, with replacement of damaged resilient flooring at interior slab repair locations. The project aims to address both aesthetic and weather-tightness concerns.
Work will occur while the facility remains fully operational, requiring strict coordination with FDA management, adherence to OSHA-compliant fall protection, dust containment, and environmental controls. Work is generally limited to weekday business hours. A one-year warranty on workmanship is required.
