This document is a Request for Quotation (RFQ) for the Building F-16 Chiller and Associated Piping Replacement. It is a "Brand Name or Equal To" requirement.

• The Statement of Work (SOW) is provided as a separate attachment.

• The shipping terms are FOB Destination: GREENBELT, MD 20771.

• Offerors must include their company's SAM.gov Cage Code/UEI on the submitted proposal.

• The contract type is Firm Fixed Priced (TBD).

• Quotes are due by 5/18/2026 at 3:00 p.m. CT to Cody Guidry at cody.d.guidry@nasa.gov.

• Quotes shall remain valid for 30 days unless otherwise stated.

• Submitted quotes must list two points of contact (name, phone number, email address).

• All contractual and technical questions must be submitted in writing (email) to Cody Guidry by 5/15/2026 at 3:00 p.m. CT. Telephone questions will not be accepted.

• The NAICS Code for this procurement is 238220.

• The Government will award a contract to the responsible Offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer.

• This procurement is set aside for small business.

• Offerors must be registered at www.sam.gov to be considered for award.

• This solicitation includes multiple sections: Statement of Work/Bid Schedule, Instructions to Offerors, Solicitation Provisions/Representations and Certifications, Clauses/Terms and Conditions, and Quote Evaluation Criteria.

• Several FAR and NFS clauses are incorporated by reference, including those related to System for Award Management, Duty-Free Entry, Place of Manufacture, Export Licenses, and Ombudsman.

Statement of Work (SOW)

Replace an existing air-cooled scroll chiller with a new unit that includes factory low-ambient operation to -10°F, piping tie-ins, electrical reconnection, startup, and commissioning.

• Procure one (1) Air-Cooled Packaged Chiller, with a basis of design similar to the York YLAA0041HJ17XCB or equal (e.g., Daikin, Trane, Carrier).

• The new chiller must be R454B refrigerant type, 200-208/3/60 Application power, with a 65kA SCWR SP Circuit Breaker w/ Lockable Handle, Across the line starter, TEAO Fan Motors, Low Sound Fans with VSD, Standard Insulation, Post-Coated Dipped Coils (Environment Guard Premium), Service Isolation Valves, Low/High Ambient Kit, Louvered (Full Unit) Encl Panels, Hot Gas Bypass for both circuits, SC-Equip Board (BAC Net compatible), Electronic Expansion Valves, and an Extension Kit.

• Demolish the existing 25-ton McQuay chiller, recover refrigerant, remove oil, and transport the unit to the onsite Salvage area N-222. NASA's in-house contractor will assist with the move.

• Demolish supply and return piping, including existing hangers/supports back to isolation valves.

• Install vibration pipe isolators, new ball/butterfly/lever valves with extensions, "T" fittings, inline strainer (if not included), balancing valve, and pressure gauges with shut-off valves.

• Install new thermometers, a high vent with isolation valve, and new galvanized hangers/supports.

• Replace existing heat tape with new self-regulating heat tape on supply and return piping.

• Install 2" Thick fiberglass pipe insulation with "Aluminum Roll Jacketing" and molded fittings, and metal strapping. Use of "Rubatex" or equal is permitted, to be painted white with UV protective coating.

• Balance water flow to manufacturer's specifications via a certified balancing contractor, providing a documented report.

• Reconnect the chiller to the BAS - Metasys and or Tridium system using manufacturer's interfacing controls.

• Install all necessary power and control wiring.

• Ensure factory start-up and proper operation of the new chiller and associated equipment.

• Remove and properly dispose of the old chiller.

• All work shall meet ASHRAE and NEC standards.

• Contractor shall provide a certified balancing report from an independent balancing contractor.

• Contractor shall provide a construction schedule, updated as needed.

• Contractor shall schedule factory start-up and notify the NASA project manager, NASA Facilities mechanical engineer, and/or NASA O&M Group Lead.

• Period of Performance: 12/11/2026

• Standard Warranty: Unit Parts & Labor: 5 years; Compressor Parts & Labor: 6 years; Refrigerant Warranty: 5 years; Condenser Coil Parts-Only: 5 years.

• Contractor to coordinate chiller move with NASA's in-house contractor.

• Existing chiller is 208-volt 3ph. Min. Amp 149 / Max Amp 175. Basis of Design York is 208-volt Min. Amp 182 / Max Amp 200.

• Contractor shall stay in communication with the government regarding the actual delivery date.

• Equipment submittals for approval.

• Certified balancing report.

• Construction schedule.

• Notification of factory start-up.
