The Federal Emergency Management Agency is seeking qualification capability statements from Small Businesses (including those in categories like HUBzone, 8(a)) that can perform the work as described in the attached Statement of Work (SOW).  The project is for general buildout of a semi-completed office space at the Mt. Weather Emergency Operations Center to include the completion of a Sensitive Compartmented Information Facility.  
The work shall include the installation of a dry cooler as well.
The estimated cost of this project is $6M-8M and the period of performance is expected to last 2 years.  The work will be consider Loudoun County for Wage determination purposes. The Contractor will be responsible for meeting standards of the contract and applicable state laws.
Perspective vendors shall submit a capabilities that demonstrate the following;
1.    The ability to manage a contract of the size and scope and complexity of the Statement of Work;
2.    Shall provide specific examples of the similar projects, information shall include a brief summary of the work, period of performance, total value of the contract and POC information
3.    The vendor shall list their capabilities as a firm to perform the tasks under the SOW; specifically the installation of a SCIF that meets the standards for accreditation 
4.    The vendor shall affirm that it has a Virginia construction license and is fully insured. Bonds will be required for the project.
The vendor’s response shall be limited to no more 6 pages.  The vendor shall identify all socioeconomic categories that it qualifies for.
