Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for manufacturing and delivering specific chemicals for use in energetic deliverables at the Naval Surface Warfare Center Indian Head Division (NSWC IHD).

• Fabrication, inspection, testing, and delivery of the following chemicals:

  • 420 lbs. of conditioned Di(2-Ethylhexyl) Adipate (per MIL-DTL-23443C)
  • 1640 lbs. of conditioned R45 HTLO (per WS 20700 Type II)
  • 176 lbs. of Yellow Iron Oxide (per MIL-I-85370(AS))
  • 160 lbs. of conditioned Desmodur W (per Dwg 1335AS287)

• Deliverables must be packaged and ready for use.

• Contractor must provide and design necessary tooling for manufacturing, testing, and inspection.

• Materials must be from a single homogeneous lot and batch.

• Deliverables must meet specified requirements in referenced documents (MIL-DTL-23443C, WS 20700 Type II, MIL-I-85370(AS), Dwg 1335AS287).

• Contractor shall maintain a quality system adhering to ISO 9001:2015 standards.

• Calibration of measuring and testing equipment must adhere to ANSI/NCSL Z540.3 or ISO/IEC 17025.

• Government will perform sample testing for acceptance within 30 days of receipt.

• Contractor must have a counterfeit material prevention program per SAE AS6174A.

• Place of performance is Naval Surface Warfare Center Indian Head Division (NSWC IHD).

• Lead times for delivery are specified as:

  • Di(2-Ethylhexyl) Adipate: 6 weeks ARO
  • R45 HTLO: 6 weeks ARO
  • Yellow Iron Oxide: 6 weeks ARO
  • Desmodur W: 4 weeks ARO

• Applicable documents include various Department of Defense specifications, ISO standards, and SAE standards.

• Contractor must notify the Contracting Officer (KO) and Technical Point of Contact (TPOC) of any conflicts between specifications.

• Contractor must provide a Safety Data Sheet (SDS) for each deliverable lot.

• Contractor must submit a Certificate of Compliance (COC) and a certificate of analysis/test for each first article and production lot.

• Packing and shipping must comply with specified MIL-DTL, WS, MIL-I, and Dwg requirements, including specific packaging sizes and labeling.

• Government-identified nonconformities must be reported within one (1) working day.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for the procurement of various chemicals, including HTPB R45 HTLO, Iron Oxide (Monohydrate) Yellow, Di(2-Ethylhexyl) Adipate, and Desmodur W. These materials are intended for use in energetic deliverables at the Naval Surface Warfare Center Indian Head Division (NSWC IHD).

• Fabrication, inspection, testing, and delivery of specified quantities of the following:

  • 420 lbs of conditioned Di(2-Ethylhexyl) Adipate (per MIL-DTL-23443C)
  • 1640 lbs of conditioned HTPB R45 HTLO (per WS 20700 Type II)
  • 176 lbs of Yellow Iron Oxide (per MIL-I-85370(AS))
  • 160 lbs of conditioned Desmodur W (per Dwg 1335AS287)

• Deliverables must be packaged and ready for use.

• Contractor must provide and fabricate necessary tooling for manufacturing, testing, and inspection.

• Materials must be made from a single homogeneous lot and batch.

• Safety Data Sheet (SDS) per CDRL A001 for each deliverable lot.

• Certificate of Analysis/Test and Certificate of Compliance per CDRL A002.

• Compliance with quality control processes, calibration of measuring and testing equipment, and acceptance of product.

• Adherence to packing and shipping requirements per MIL-DTL-23443, WS 20700, MIL-I-85370(AS), and Dwg 1335AS287.

• Maintenance of a counterfeit material prevention program per SAE AS6174A.

• Implementation of enhanced security controls, including System Security Plan (SSP) and Plans of Action and Milestones (POAM), and compliance with NIST 800-171.

• Pricing Arrangement: Firm Fixed Price for all items.

• Delivery is FOB Destination.

• Lead times for deliverables are: 6 weeks ARO for HTPB R45 HTLO, Di(2-Ethylhexyl) Adipate, and Yellow Iron Oxide; 4 weeks ARO for Desmodur W.

• Quotations are due by Close of Business on 23 Feb 2026.

• Submission of payment requests and receiving reports via Wide Area WorkFlow (WAWF).

• Evaluation criteria are not detailed in this document.

• Not specified as a small business set-aside.
