Performance Work Statement (PWS)

This PWS outlines contractor support for Navy Medicine’s N45 – Mission Assurance Program, focusing on Personnel Security (Suitability and Fitness) and Emergency Management (EM), specifically related to the Health and Human Services (HHS) Federal Coordinating Center (FCC).

• Personnel Security: Develop Navy Medicine policy and procedures for criminal history background checks for service members involved in DoD childcare services, in accordance with federal regulations (34 USC § 20351, 32 CFR Part 86, DoDI 1402.05). This includes drafting policies, creating adjudication criteria, developing tracking tools, and preparing training materials.

• Emergency Management (NDMS/FCC): Support the National Disaster Medical System (NDMS) Federal Coordinating Center (FCC) by developing operational plans, coordinating patient movement, integrating with healthcare coalitions, maintaining readiness documentation, and ensuring continuity of operations. This involves revising CONOPS, developing patient reception plans, managing bed reporting, and creating readiness metrics.

• Deliverables must be submitted on time and without rework (>95% acceptable quality level).

• Overall contract performance must meet a "Satisfactory" rating or higher.

• Invoices must be accurate and timely (100% accuracy).

• Monthly status reports on gap analysis, policy development, and tracking tools are required.

• Monthly FCC readiness metrics must be reported.

• Period: One-year base period with four (4) one-year option periods.

• Place: Primarily at the Defense Health Headquarters (DHHQ), with remote support at five FCC locations: Portsmouth, VA; Jacksonville, FL; San Diego, CA; Camp Pendleton, CA; and Los Alamitos, CA. A 60/40 split between Government and Contractor site labor at DHHQ is specified.

• Staffing: Requires specific labor categories including Emergency Management Specialist, Security Manager, Training & Exercise Specialist, and Policy Analyst, with specified hours per category.

• Qualifications: Minimum Bachelor’s degree and 5 years of relevant experience (or 10 years without a degree). Successful completion of the FCC Course and OPM Fundamentals of Suitability course is required or must be obtained within specified timeframes.

• Security: Contractors require a favorable Tier 3 security clearance with SECRET eligibility for certain roles, and Tier 3 with No Eligibility for others. Access to SIPRNET may be required. Adherence to NISPOM, DD 254, and OPSEC requirements is mandatory.

• Government Furnished Equipment (GFE): Government will provide office space, IT equipment, and network access at government sites. Contractor provides office space and services at contractor sites.

• Travel: Required to FCC locations and other government-directed sites, with an annual travel ceiling of $20,000 (excluding indirect costs).

Solicitation / RFP / RFQ

This solicitation, N0018926QB083, is for Mission Assurance Support Services in support of BUMED. The acquisition is set aside for Small Business.

• Mission Assurance Support Services in accordance with the Performance Work Statement (PWS).

• Travel in support of CLIN 0001, not to exceed.

• The PWS is attached as an exhibit.

• The contract will be a Firm Fixed Price for services and Cost No Fee for travel.

• The period of performance includes a base period and multiple option periods, spanning from August 17, 2026, to February 16, 2031.

• Proposals are due by July 2, 2026, at 1:00 PM EST.

• Proposals must be submitted electronically via email to william.p.stevenson28.civ@us.navy.mil.

• Offerors must submit proposals in two separate email attachments: Volume I (Non-Price Proposal) and Volume II (Price Proposal).

• Key evaluation factors include: Proof of a Secret Security Clearance, Performance Approach, Past Performance, and Price. Performance Approach is more important than Past Performance, and non-price factors combined are significantly more important than price.

• Questions concerning the solicitation are due by June 22, 2026, at 1:00 PM EST.

• This acquisition is a Small Business set-aside.

• Offerors must possess a Secret security clearance to be considered for award.

• The solicitation includes numerous FAR and DFARS clauses, including those related to small business subcontracting limitations, payment instructions (WAWF), and representations and certifications.
