Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for event management and production services to support the 251st Anniversary of the Battle of Bunker Hill (BH251) commemoration on June 16-17, 2026. The events are part of the America250 national commemorative programming and are expected to draw significant audiences.

• Core Physical Infrastructure (CLIN 00010 - FFP): Includes providing an open-top tent (accommodating ~300 people), white ivory flat-bottom chairs, a stage (12'Wx24'x3'H with navy skirting and stairs), and stage stairs with rails.

• Optional Services (CLINs 00020-00240): A comprehensive list of optional services that may be exercised individually or in combination. These include:

  • Sound System Setup and Operation
  • Lighting Design and Operation
  • Media Platforms (Bunker Hill and Charlestown Navy Yard)
  • ADA Compliant Stage and Access Ramp
  • ASL Interpretation Services
  • Portable Restrooms (including ADA accessible units)
  • Wooden Podium
  • First Amendment Barricade Setup (NPS supplied or contractor rental)
  • Tent Audio System
  • On-Site Water Station
  • Overnight Security Services
  • Tent Sides Installation and Removal
  • Event Management Services (non-setup/strike), including Stage Management (MC) and Attendee Welcome/Seating.
  • Noise Permitting (City of Boston)
  • Video and Production Services (including livestreaming and documentary recording)
  • Barricade Rental and Setup/Breakdown (Bunker Hill and Charlestown Navy Yard)
  • Low-Noise / Quiet Generator
  • Draping/Piping Services

• Dates: June 16-17, 2026.

• Location: Grounds of Bunker Hill Monument, Monument Square, Charlestown, MA (Southwest Quadrant).

• Period of Performance: From award through July 3, 2026 (including final recordings delivery and site restoration).

• All work must comply with applicable federal, state, and local laws, ordinances, rules, regulations, and standards.

• Contractor must be fully insured for general liability, property damage, and worker's compensation.

• Noise management and community relations are critical, requiring compliance with City of Boston ordinances.

• Specific technical specifications are provided for the stage, tent, and media platforms.

• Deliverables for video and production services have specific technical requirements and delivery timelines.

• Site Visit: Mandatory pre-event site visit with the Contracting Officer's Representative (COR) within 48 hours of award.

• Event Execution Plan: Written plan detailing proposed layouts, equipment, staffing, and logistics due within one week of award.

• Coordination: Contractor must coordinate with COR and NPS staff for various aspects including site access, logistics, security, and placement of equipment.

• Environmental: No tent stakes are permitted; only ballast/weight-based anchoring. No damage to turf, irrigation systems, or historic fabric is allowed. Repairs for any damages are the contractor's responsibility.

• Security: NPS will manage daytime security; overnight security is an optional CLIN.

• Site Access: Contractor vehicles must park in designated areas; deliveries require pre-coordination.

• Utilities: Water and electrical power are not available on-site; generator costs must be included in applicable CLINs.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services for the Battle of Bunker Hill 251st Commemoration Event Management and Production Services at Boston National Historical Park. This announcement constitutes the only solicitation, and written quotes are being requested. A written solicitation will not be issued. The government anticipates awarding one (1) Firm-Fixed-Price Purchase Order.

The solicitation is for event management and production services. A detailed description of requirements is available in the attached Statement of Work (SOW). The period of performance is anticipated to be from May 16, 2026, to July 3, 2026.

• Two organized site visits are scheduled for interested offerors: May 6, 2026, at 11:30 am ET and May 7, 2026, at 11:30 am ET. Participants will meet at Bunker Hill Monument, Monument Square, Boston, MA, 02129.
