Quick Summary
The Federal Bureau of Prisons (FBOP) is conducting market research through a Request for Information (RFI) to identify qualified sources capable of providing comprehensive healthcare services for its inmate population, estimated at 140,000 individuals. This RFI aims to gather information on industry capabilities, capacity, and commercial practices. This is not a solicitation for proposals, and no contract will be awarded from this notice.
Scope of Services
The FBOP seeks information on capabilities to provide, manage, coordinate, and integrate a wide range of healthcare services. This includes:
- Internal / On-Site Institutional Services: Primary care, chronic disease management, on-site specialty care (e.g., oncology, OB/GYN, dialysis), wound care, urgent care, intake screenings, preventive care, 24/7 nursing, pharmacy, dental, mental/behavioral health, substance use disorder treatment, lab, radiology, physical therapy, infection control, medical records, telehealth, and medical staffing.
- External / Off-Site Community Services: Specialty physician referrals, emergency/trauma care, inpatient hospitalization, outpatient surgery, advanced diagnostics (MRI, CT), specialty mental health placements, long-term care, transportation coordination, utilization management, case management, and claims processing.
Operational Considerations
Respondents should address capabilities within secure correctional environments, including institutional security procedures, inmate movement, continuity of care, coordination during transfers, staff shortages, emergency preparedness, accreditation compliance, Electronic Health Records (EHR) interoperability, HIPAA, and nationwide or regional coverage models.
Requested Industry Feedback
The FBOP is interested in corporate background and experience, ability to provide nationwide/regional/facility-level coverage, recommended contract structure, transition and staffing models, external provider network strategies, quality assurance, technology platforms, risk mitigation, and estimated pricing methodologies (e.g., capitated, per facility, administration, fee-for-service).
