Scope of Work
The requirement outlines four key objectives for bus shuttle services:

- Safe and Reliable Transportation: Ensure vehicles meet Department of Transportation (DOT) standards and propose a Breakdown Response Plan for immediate replacement to minimize passenger wait times.
- Security and Installation Access: Drivers must possess valid Commercial Driver’s Licenses (CDL) with passenger endorsements, pass background checks for unescorted military installation access, and maintain a vetted pool of drivers. Compliance with the Homeland Security REAL ID ACT of 2005 is required.
- Operational Coordination and Reporting: Provide accurate passenger manifests, establish seamless communication protocols between contractor dispatch, drivers, and government representatives (COR/GTOC), and propose transparent invoicing and daily reporting (trip logs, passenger counts, wait-time tracking).
