BUTLER HIGH SPEED TIP GRINDER PM/RM

This is a combined synopsis/solicitation for commercial items to award a Firm Fixed Price (FFP) contract for the BUTLER HIGH SPEED TIP GRINDER Preventive Maintenance (PM) and Remedial Maintenance (RM) services. The procurement is being conducted by the Air Force Sustainment Center's Maintenance Contracting Branch at Tinker AFB, OK.

• Perform Preventive Maintenance (PM) and Remedial Maintenance (RM) on Butler Newall High Speed Tip Grinders.

• Services include:

  • Electrical/Electronic Systems Inspection
  • Mechanical Systems Inspection
  • Calibration of Equipment
  • Changing of lithium backup batteries
  • Voltage check of Uninterrupted Power Supply (UPS)

• Perform two (2) PMs per year for each item serviced.

• All work must be performed IAW OEM specifications.

• Services will be performed at the Oklahoma City-Air Logistics Complex (OC-ALC), Tinker AFB, OK.

• The contractor must provide a copy of the PM schedule within ten (10) business days after contract award and notify the Government Point of Contact (GPOC) seven (7) business days prior to each scheduled PM visit.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: Base Year (01 NOV 2026 - 31 OCT 2027) with four (4) Option Years.

• Estimated Start Date: 01 NOV 2026 (Base Year).

• The contract will be evaluated by adding the total price for all options to the total price for the basic requirement.

• Quotes are due by 07 JUL 2026, 12:00 PM (Noon) Daylight Savings Time.

• Quotes must be submitted via email to Bridgette Miles or Tran Walsh.

• Quotes must be good for at least 90 days.

• Evaluation Criteria: The award will be made to the responsible Offeror whose quote conforms to the solicitation and is most advantageous to the Government. Evaluation will consider quote completeness, price reasonableness, and cost realism.

• The Government reserves the right to reject any or all quotes that do not conform to the solicitation requirements.

• This acquisition is Sole Source.

• NAICS Code: 811310 (size standard $12.5M).

• The Non-Manufacturing Rule does not apply.

• Offerors must be registered in the System for Award Management (SAM) prior to quoting.

• This announcement constitutes the only solicitation; no written solicitation will be issued separately.

• Shipping/freight will be FOB Destination only (Tinker AFB, OK 73145).

• Payment terms are Net 30, with options for early payment discounts (not considered in evaluation).

• Invoices must be submitted in Wide Area Workflow (WAWF).

• Standard commercial warranties apply.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventive and remedial maintenance for the 76 PMXG's Butler Newall High Speed Blade Tip Grinder at Tinker AFB.

• Perform two (2) Preventive Maintenance (PM) inspections per year on each grinder.

• Perform Remedial Maintenance (RM) for equipment breakdowns or malfunctions.

• Provide all necessary labor, tools, equipment, test equipment, materials, parts, quality control, and transportation.

• Provide Personal Protective Equipment (PPE) and clothing, including reflective gear, hearing and eye protection, safety harnesses, and fall protection equipment.

• Ensure all services, parts, and Original Equipment Manufacturer (OEM) components comply with manufacturer specifications and this PWS.

• PMs to be performed IAW OEM specifications.

• Calibration to be performed IAW manufacturer's specifications.

• Remedial Maintenance (RM) response time: within 2 business days on-site (or 5 business days if overseas) after WR approval.

• Estimate Repair Report to be provided within one (1) business day after inspection.

• Final service report to be provided within 5 business days after completion.

• Contract period: One (1) Base Year with four (4) Option Years.

• Place of Performance: Oklahoma City-Air Logistics Complex (OC-ALC), Tinker AFB.

• Safety: Adherence to all safety regulations and Commander's Safety Intent.

• Parts and Materials: Use of new parts and materials unless otherwise authorized.

• Environmental Compliance: Adherence to all applicable federal, state, and local laws and regulations regarding environmental protection and occupational safety.

• Training: Contractor personnel must complete required training, including FOD/DOP, Fire Safety, Environmental Accountability, and others as specified.

• Security: Compliance with security clearances, OPSEC, and information protection requirements.

• Personnel: Provide qualified personnel with OEM experience, a Contract Manager, and maintain a technically trained workforce.

• Government Furnished Property (GFP): Contractor must secure all GFP and comply with related clauses.
