Quick Summary
The Department of the Air Force (AFLCMC WLMKA) has issued a Special Notice in the form of a draft Request for Proposal (RFP) for the C-17 Data Recorder project. This initiative seeks industry input on requirements and evaluation criteria for a Database Recording System (DBRS) to retrofit the USAF C-17 fleet. This opportunity is designated as a Total Small Business Set-Aside. Comments and questions are due by March 12, 2026.
Scope of Work
The C-17 System Program Office (SPO) requires a system capable of capturing all data across the C-17 aircraft's data buses and fuel quantity computers. The DBRS effort (AF 1067, AMC 19-158) involves retrofitting the United States Air Force (USAF) C-17 fleet with Line Replaceable Units (LRUs) to record data bus traffic. This comprehensive system will record, transfer, and retain all databus traffic. The procurement strategy includes purchasing hardware (LRUs and spares) for all 222 USAF C-17s, plus 12 testing articles for Boeing AISF and USAF flight tests, and 3 kits for NATO Airlift Management Program (NAMP). The total procurement is for 257 LRUs (222 USAF, 5 Boeing AISF, 3 NAMP, and 27 spares). The place of performance is Warner Robins, GA.
