Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a Douglas C-47 Skytrain aircraft and associated services for the 2026 Gunfighter Skies Airshow at Mountain Home Air Force Base (MHAFB), ID.

• Provide a C-47 Skytrain for flying and/or static performance during the airshow (May 15-17, 2026).

• The C-47 will serve as a medium-altitude jump platform for the USAFA Wings of Blue Jump Team during the opening ceremony.

• Source, acquire, and coordinate a minimum of 10 paratroopers from low altitude, dressed in replica WWII attire and gear.

• The C-47 and paratroopers will execute a drop over show center to simulate a WWII paratrooper infill.

• Perform an additional photo-pass flyby if the airshow schedule allows.

• Provide accompanying narration about the C-47's heritage and historical role.

• All work must be accomplished in accordance with the PWS, applicable Federal, State, & Local laws, regulations, manufacturer's specifications, and commercial practices.

• Aircraft must be maintained in a safe, compliant, and effective operational status per FAA regulations and manufacturer requirements.

• Airshow Dates: May 16-17, 2026

• Rehearsal Day: May 15, 2026

• Location: Mountain Home Air Force Base (MHAFB), ID

• Arrivals: No later than May 14, 2026

• Departures: By 1600L on May 18, 2026

• Documentation: Submit Pilot Certificate, Medical Certificate, Airworthiness Documentation, DD Form 2400 (Insurance), DD Form 2402 (Hold Harmless), and DD Form 2401 (Landing Permit).

• Maintenance: Contractor is responsible for all maintenance and repairs for contractor-owned aircraft.

• Government-Provided Services: MHAFB will provide aircraft fuel, engine oil, smoke oil, and nitrogen upon request.

• Environmental Controls: Comply with hazardous material inventory, storage, use, spill notification, and waste disposal regulations. Coordinate with Environmental Office for HAZMAT and waste disposal.

• Security: Personnel must meet security requirements, including background checks, base access procedures, and antiterrorism training. Specific requirements for controlled areas, CUI, OPSEC, and AT training are detailed.

• Prohibitions: No solicitation of donations, no admission fees, no possession of weapons/firearms/ammunition on base.

• Compensation: Paid in one lump sum after performance, within 30 days of receipt of invoice, material inspection, and receiving report. No deposits will be paid.
