Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), on behalf of NOAA Fisheries, is conducting a Sources Sought Notice (SSN) for market research regarding an anticipated solicitation for the Manchester Pier Shimming Project in Port Orchard, WA. This is not a solicitation, and no contract will be awarded from this notice. Responses are due by February 25, 2026, at 2:00 p.m. Pacific Time.
Scope of Work
The project aims to restore the vertical load path of the Manchester Pier, a timber pile structure, by shimming over sixty (60) non-bearing or partially bearing timber piles. These piles currently exhibit gaps up to 3 inches between the pile top and the timber pile cap, identified through recent inspections and a Load Rating Analysis. The objective is to re-establish positive bearing connections to ensure the pier can safely support an "Owner-Specified Vehicle" (OSV) load of 12,000 pounds. NOAA is seeking a Design-Build Contractor for these services.
