Statement of Work (SOW) / Performance Work Statement (PWS)

The Federal Government requires the services of a Design-Build Contractor to restore the vertical load path of the Manchester Pier by shimming all piles currently not in contact with the substructure. The goal is to re-establish positive bearing connections to ensure the structure can safely support an "Owner-Specified Vehicle" (OSV) load of 12,000 lbs.

• Provide all labor, materials, equipment, engineering, and supervision for the design and execution of shimming non-bearing piles.

• Field verify all gap dimensions and produce "Issued for Construction" drawings.

• Design a positive, mechanical connection using high-density plastic shims (e.g., UHMW polyethylene) resistant to wave action and structural vibration.

• Install designed plastic shimming at over 60 non-bearing pile-to-cap locations.

• Prepare surfaces by cleaning marine growth, rot, and debris to ensure a flat, competent bearing surface.

• Secure shims mechanically and piles to the cap to resist lateral movement.

• Period of Performance: 180 days (6 months) after contract award.

• Location: Manchester Pier, 7411 Beach Dr E, Port Orchard, WA 98366.

• Design Submittals: 95% Pre-Final Design (drawings, material specs, work plan) due 50 days post-award; 100% Final Issued for Construction (IFC) due 15 days after receiving comments on the 95% package.

• Reporting: Regular meeting reports (bi-weekly during design, weekly during construction) and As-Built Drawings (15 days post-completion).

• Materials: Shims from high-density polyethylene (HDPE) or UHMWPE; hardware shall be hot-dipped galvanized steel or stainless steel.

• Standards: Compliance with AASHTO LRFD Bridge Design Specifications, AASHTO Manual for Bridge Evaluation, ASCE MOP 130, ASCE 7-22, and ADCI Consensus Standards.

• Constraints: Work hours must accommodate tidal swings up to 12 feet. No debris, sawdust, old hardware, or construction materials allowed in the water; use of floating booms or containment tarps required if cutting or drilling.

• Security: All personnel must be US citizens or legal immigrants. Site visit requests required 5 days prior to each investigation.

• Invoicing: Monthly invoices required; no travel or reimbursable expenses permitted.

• Deliverables: Accident Prevention Plan (APP), 95% Pre-Final Design Package, 100% IFC Package, Regular Meeting Reports, and As-Built Drawings.

• Standards: Compliance with AASHTO LRFD Bridge Design Specifications, AASHTO Manual for Bridge Evaluation, ASCE MOP 130, ASCE 7-22, and ADCI Consensus Standards.

• Material: High-density polyethylene (HDPE) or UHMWPE shims; hot-dipped galvanized or stainless steel hardware.

• Constraints: Work must accommodate tidal swings up to 12 feet. Strict environmental protection measures required (no debris in water, use of containment booms/tarps).

• Pier Usage: Coordinate schedule with COR to avoid interference with NOAA, NMFS, and EPA operations.

• Personnel: All personnel must be legal US citizens or legal immigrants. Site visit requests required 5 days prior to investigations.

• Invoicing: No travel or reimbursable expenses permitted. Monthly invoices with draft review by COR/PM.
