Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), is conducting market research through a Sources Sought Notice (SSN) for a Design-Build Contractor to perform the Manchester Pier Shimming Project in Port Orchard, WA. This project aims to restore the vertical load path of the pier by shimming over sixty non-bearing timber piles. Responses are due by February 26, 2026, at 2:00 p.m. Pacific Time.
Scope of Work
The requirement is for a Design-Build Contractor to restore the vertical load path of the Manchester Pier, a timber pile structure, by shimming all piles currently not in contact with the substructure. This will re-establish positive bearing connections to support an "Owner-Specified Vehicle" (OSV) load of 12,000 pounds. Key tasks include:
- Providing all labor, materials, equipment, engineering, and supervision for design and execution.
- Field verifying gap dimensions and producing "Issued for Construction" drawings.
- Designing a positive, mechanical connection using high-density plastic shims (e.g., UHMW polyethylene) resistant to wave action and structural vibration.
- Installing designed plastic shimming at over 60 non-bearing pile-to-cap locations.
- Preparing surfaces by cleaning marine growth, rot, and debris.
- Securing shims mechanically and piles to the cap to resist lateral movement.
