Quick Summary

The National Oceanic and Atmospheric Administration (NOAA), Department of Commerce, is seeking a Design-Build Contractor for the Manchester Pier Shimming Project. This combined synopsis/solicitation aims to restore the vertical load path of the Manchester Pier in Port Orchard, WA, by shimming non-bearing piles to support a 12,000 lbs "Owner-Specified Vehicle" (OSV) load. Proposals are due May 29, 2026, at 2:00 PM Pacific Time.

Project Overview

The Manchester Pier, an 810-foot timber pile structure, has identified structural deficiencies with over 60 piles exhibiting gaps between the pile and cap. The overall condition of the pier is rated "SERIOUS," with piles specifically rated "Serious" and cross bracing "Critical." This project will re-establish positive bearing connections.

Scope of Work

The contractor will provide comprehensive design-build services, including:

  • Field verification of all gap dimensions and production of "Issued for Construction" drawings.
  • Design and installation of shimming and stub details to restore 100% bearing contact for non-bearing piles.
  • Material requirements include high-density polyethylene (HDPE), UHMWPE, composite, or marine-grade pressure-treated timber for larger gaps, with hot-dipped galvanized or stainless steel hardware.
  • Surface preparation by cleaning pile tops and caps of marine growth, rot, and debris.
  • Optional Task 2: Replacement of 350 linear feet of timber curb system at the Outshore Head, subject to government discretion.
  • Environmental considerations: Strict pollution control and best management practices are required due to the project's location in Clam Bay/Puget Sound, adjacent to a Superfund site. No debris is allowed in the water.

Contract Details

  • Contract Type: Design-Build
  • Period of Performance: Base period from July 1, 2026, to June 30, 2027.
  • Estimated Value: Qualifying past projects must have a minimum contract value above $400,000.
  • Set-Aside: This acquisition is not set-aside for small business concerns. Offerors must be legal US citizens or legal immigrants.
  • Wage Rates: Davis-Bacon wage rates for heavy construction in Kitsap County, WA, apply.

Submission & Evaluation

  • Submission Deadline: May 29, 2026, at 2:00 PM Pacific Time.
  • Submission Method: Email two electronic PDF volumes (Volume I - Technical Quote and Volume II - Price Quote) to Anna Ma and Sarah Waugh.
  • Evaluation Factors: A best value tradeoff process will be used. Volume I (Technical) is significantly more important than Volume II (Price). Factors include Technical Approach and Capability, Past Experience (including pile jacketing projects), Qualifications, Past Performance, and Price. Confidence ratings will be applied to non-price factors.

Key Amendments & Notes

Amendment 0001 clarified several aspects, including that bid bonds are not required, specific PM/Superintendent qualifications were removed, and contractors must confirm existing conditions as NOAA cannot provide measured gap dimensions. The requirement for an updated load rating by a stamped PE has been removed. Amendment 0002 updated the approved storage and laydown area to be closer and larger. A pre-proposal conference and site visit occurred on April 30, 2026. Temporary contractor mooring at the NOAA Fisheries dock and a contractor staging area are provided. No permits are required to be obtained by the contractor.
