Purpose & Scope
This IDIQ contract will provide comprehensive A&E services across the NPS Midwest Region, covering states including North Dakota, South Dakota, Nebraska, Kansas, Arkansas, Missouri, Minnesota, Wisconsin, Illinois, and Ohio, with Indiana, Iowa, and Michigan also included in primary coverage. While secondary coverage is nationwide, projects outside the primary areas are rare. Services encompass planning, analysis, compliance, environmental & engineering services, architectural & design services, historic preservation & cultural projects, infrastructure & civil projects, systems & utilities, and residential, recreational & specialized facilities. Required disciplines include architecture, landscape architecture, civil, electrical, environmental (including water/wastewater, air pollution, waste management, EAs, EIS), fire protection, geotechnical, mechanical, sanitary, and structural engineering. Firms should demonstrate familiarity with the Secretary of the Interior's Standards for Archeology and Historic Preservation, ABAAS, and sustainable design principles.
Contract Details
This is a Firm-Fixed Price MATOC IDIQ with a five-year base period. The aggregate ceiling for all task orders under this IDIQ pool is $150,000,000, with a maximum ordering limitation of $150,000,000 for each awarded contract. Individual task orders shall not exceed $10,000,000. A guaranteed minimum of $5,000 is provided for the life of the contract. The NAICS Code is 541310 – Architectural Services, with an SBA size standard of $12.5 million.
Submission & Evaluation
Firms must submit an official GSA SF 330 form. The evaluation will be based on five factors: Specialized Experience and Technical Competence, Past Performance, Capacity, Knowledge of the Geographic Location, and Professional Qualification. Following initial evaluation, at least three highly qualified firms will be interviewed, leading to negotiations for the IDIQ contract. Phase II will involve issuing an RFP to the top firms.
Key Clarifications & Requirements
- SF330 Format: Firms can use customized SF330 forms but must comply with the SF330 Rev 7/2021 from the GSA website. Specific guidance was provided on adding subcontractors and additional pages.
- Page Limits: A 40-page limit applies to Section H overall. Section E resumes are limited to 3 pages. Section F project examples do not have a separate page limit beyond the overall submission.
- Specialized Experience & Technical Competence (Factor 1): Section F of the SF330 should include 5-10 projects. Factor 1b (Technical Competence and Quality Control) should be addressed in Section H, while Factor 1a (Specialized Experience) remains in Section F.
- Past Performance (Factor 2): Projects listed in Section F and Section H should be the same. Write-ups for selected projects go in Section H. Firms should submit Past Performance Questionnaires (PPQs) for projects without CPARS; the Contracting Officer will obtain CPARS. PPQs are not counted towards the Section H 40-page limit.
- Subcontractors: Subcontractor information is only required for the Prime contractor. Subconsultants are not required to provide separate project summary sheets.
- "Completed" Projects: Refers to the completion of design services, not necessarily construction.
- Environmental Engineering: Firms demonstrating experience in all aspects of environmental engineering will be rated higher.
- Attachments: An Excel spreadsheet (Attachment #1) for supporting documentation will not count towards the 40-page limit in Section H.
Eligibility & Deadlines
This is a Total Small Business Set-aside. Firms must be registered in the System for Award Management (SAM). All questions must be submitted via email to Stormy Gallagher by April 15, 2026.
