This is a Pre-Solicitation Synopsis (Request for Qualifications) for a Multiple Award Task Order Contract (MATOC) for Indefinite Delivery Indefinite Quantity (IDIQ) Architect-Engineering (A-E) professional services. The National Park Service (NPS), Denver Service Center (DSC) is seeking qualified firms to provide general engineering and supporting services for projects located throughout the United States, its territories, and possessions. The acquisition is being procured under the Brooks A-E Act (FAR Subpart 36.6).

• The contract will support a wide range of projects, including but not limited to:

  • Planning, design, and construction plans
  • Specifications and cost estimates
  • Operation and maintenance plans
  • Construction observation
  • Research, evaluation, analysis, strategic planning, inventory, and monitoring
  • Compliance and permitting (environmental, construction, NEPA, NHPA Section 106)

• Specific project types include aquatic organism passage, buildings and structures, drainage, electrical systems, environmental engineering, fire protection, geotechnical, historic structures, marine and coastal facilities, mechanical systems, memorials, pavement design, renewable energy, recreation facilities, safety assessments, seismic engineering, site developments, storm drainage, topographic and hydrographic surveying, transportation engineering, and water/wastewater systems.

• Firms must demonstrate familiarity with the Secretary of the Interior's Standards for Archeology and Historic Preservation, NPS conservation values, ABAAS, and sustainable design principles.

• Key Personnel must include registered professional architects and engineers in various disciplines. Additional non-Key Personnel may include specialists in areas like anthropology, archeology, cost engineering, and environmental compliance.

• Firms must demonstrate the ability to obtain licensure in each state for each required discipline, with proof required at the task order level.

• A documented internal Quality Control (QC) program is required.

• This is a Multiple Award Task Order IDIQ contract.

• The base contract period is five years.

• The total value for all task orders under this IDIQ pool shall not exceed $100,000,000.00.

• The maximum ordering value for each awarded contract is $100,000,000 over its period of performance.

• Individual task orders shall not exceed $5,000,000.

• The guaranteed minimum is $1,000 for the life of the contract.

• Work will be ordered by issuance of firm fixed price task orders.

• Evaluation Criteria (in descending order of importance):

  1. Specialized Experience and Technical Competence
  2. Past Performance (recent, relevant projects, including CPARS data)
  3. Capacity (ability to manage multiple projects, resources, and maintain quality)
  4. Knowledge of the Geographic Location
  5. Professional Qualifications (key personnel, disciplines, licenses)

• Selection Process: Three phases: 1) Submission of SF-330, 2) Shortlisting and interviews, 3) Request for Proposal (RFP) and negotiation.

• This procurement is being solicited as a Total Small Business Set-Aside.

• The NAICS Code is 541310 – Architectural Services, with an SBA size standard of $12.5 million.

• Prime Architecture Firms are required to spend at least 50 percent of the cost of performance on their own employees or employees of other small business concerns (similarly situated subconsultants are allowed).

• Firms must be registered in the System for Award Management (SAM).

• Questions must be submitted via email by 06 May 2026, 12:00 PM Eastern Time.

• Late questions may not be answered.

• Responses to questions will be posted via amendment to SAM.gov.

• Qualification packages are not provided, and no additional project information will be given during the announcement period.
